The proposed Neopolis IT township in Thiruvananthapuram is facing delays after the Union government initiated a major revision of the programme by expanding its scope from 10 to nearly 100 cities nationwide. The project, which had received in-principle approval in late 2024, is planned at Technopark Phase IV and forms part of the Outer Area Growth Corridor (OAGC) strategy. Authorities have been asked to reassess proposals in line with revised guidelines, including reconsideration of Kannur, which was earlier excluded. The development is envisaged as an integrated IT-led township combining office, residential, and commercial infrastructure. The revised national framework has introduced uncertainty in timelines while placing all shortlisted projects under fresh evaluation.

The project, which had received in-principle approval in late 2024, is planned at Technopark Phase IV and is being positioned as a key component of the city's long-term urban expansion strategy.
The township is part of the Outer Area Growth Corridor (OAGC), an initiative aimed at easing congestion in the city and promoting development in peripheral areas. Officials indicated that the Centre's decision to broaden the scope of the programme has led to uncertainty around timelines, as revised guidelines are awaited before further progress can be made.
Originally, Thiruvananthapuram was the only city from Kerala included in the shortlist after Kannur was excluded due to issues related to land availability and documentation. However, authorities have now been instructed to revisit and rework Kannur's proposal as part of the expanded framework, signalling renewed competition for inclusion under the revised scheme.
Officials associated with the Capital Regional Development Programme (CRDP), which is acting as a consultant for the project, indicated that all proposals would need to be aligned with updated national guidelines. They conveyed that the Union government was revisiting the overall structure of the initiative and that shortlisted projects, including Thiruvananthapuram, would undergo reassessment to ensure compliance with the revised scope.
The Neopolis township has been conceptualised as an integrated urban ecosystem combining IT infrastructure with residential and commercial developments. The project plan includes high-grade office spaces catering to emerging technology sectors, along with housing, retail centres, recreational facilities and hospitality components such as hotels.
It is also intended to complement the growth of Technopark, one of Kerala's primary IT hubs, by creating additional capacity for technology firms and associated services. The development is expected to support sectors such as artificial intelligence, robotics, data analytics and the Internet of Things, aligning with broader efforts to strengthen the region's technology ecosystem.
While officials remain optimistic about Thiruvananthapuram's position due to its established IT infrastructure and skilled workforce, the expansion of the scheme has introduced a layer of procedural review that may defer implementation timelines. The final contours of the programme, including revised selection criteria and approvals, are expected to be clarified once the Union government formalises the updated framework.
