The Prayagraj Development Authority (PDA) is planning to establish a dedicated Project Management Unit (PMU) to improve planning and execution of its residential developments across the city. The move, announced in the past week, aims to integrate core infrastructure such as roads, sewerage and water supply at the design stage, addressing delays caused by fragmented planning. The proposed PMU will consist of civil engineering and urban planning experts and is expected to be appointed through a tender process in the upcoming financial year for an initial one-year term. The authority is currently developing housing schemes at four locations, and the initiative is intended to standardise execution, improve quality control and strengthen coordination across departments involved in urban development projects.

The PMU will be structured as a specialised technical team comprising professionals with expertise in civil engineering and urban planning. The authority intends to model the unit on similar frameworks adopted in cities such as Lucknow, Kanpur and Agra, where centralised project oversight has been used to streamline development processes. The selected agency will be appointed initially for a one-year term, with the potential for extension based on performance.
Officials indicated that the absence of integrated planning has led to delays, redesign requirements and coordination challenges across multiple projects. The PMU is expected to address these gaps by ensuring that infrastructure components are aligned from the outset, reducing the need for mid-stage modifications that typically increase costs and extend timelines.
In addition to planning functions, the unit will play a role in identifying suitable land parcels for future housing schemes and coordinating with landowners and cultivators on land-related matters. This is particularly relevant as the authority continues to expand its residential development pipeline in response to growing urban demand. The PMU will also oversee construction quality, monitor project execution and facilitate coordination between various government departments and agencies involved in approvals and implementation.
The PDA is currently undertaking residential development at four locations across the city, and the introduction of a centralised project management framework is expected to bring uniformity in planning standards and execution practices across these sites. By integrating technical oversight at an early stage, the authority aims to minimise procedural bottlenecks and ensure timely delivery of housing infrastructure.
The move forms part of broader efforts to professionalise urban planning in tier-II cities, where rapid population growth and expanding development boundaries have increased the complexity of infrastructure delivery. In Prayagraj, where multiple housing and urban expansion initiatives are underway, the establishment of a PMU reflects a shift towards more structured and coordinated project implementation practices within the public sector development framework.
