Officials indicated that the absence of integrated planning has led to delays, redesign requirements and coordination challenges across multiple projects. The PMU is expected to address these gaps by ensuring that infrastructure components are aligned from the outset, reducing the need for mid-stage modifications that typically increase costs and extend timelines.

In addition to planning functions, the unit will play a role in identifying suitable land parcels for future housing schemes and coordinating with landowners and cultivators on land-related matters. This is particularly relevant as the authority continues to expand its residential development pipeline in response to growing urban demand. The PMU will also oversee construction quality, monitor project execution and facilitate coordination between various government departments and agencies involved in approvals and implementation.

The PDA is currently undertaking residential development at four locations across the city, and the introduction of a centralised project management framework is expected to bring uniformity in planning standards and execution practices across these sites. By integrating technical oversight at an early stage, the authority aims to minimise procedural bottlenecks and ensure timely delivery of housing infrastructure.

The move forms part of broader efforts to professionalise urban planning in tier-II cities, where rapid population growth and expanding development boundaries have increased the complexity of infrastructure delivery.
