Road safety awareness is a national movement requiring responsible behaviour

Synopsis

Minister of State for Road Transport and Highways Harsh Malhotra said that road safety awareness has now become a national movement that depends on responsible behaviour from all road users. He noted that road safety efforts are part of a continuous national effort rather than isolated initiatives. He highlighted that India continues to record a high number of road accident fatalities every year, with a significant share involving two-wheelers. He stressed the importance of the government's 4E framework and urged citizens, especially youth, to follow traffic rules and support safer road practices.

Minister of State for Road Transport and Highways Harsh Malhotra stated that road safety awareness has developed into a nationwide movement and requires responsible behaviour from every road user. He explained that such initiatives are not limited to awareness drives but are part of a continuous effort to build a disciplined and safety-oriented road culture across the country.


He made these remarks while speaking at an event where he flagged off the third edition of a road safety awareness initiative led by industry stakeholders. He said that improving road safety is a shared responsibility involving government agencies, institutions, and citizens.

He pointed out that road accidents remain a major concern in the country, with nearly 1.8 lakh fatalities reported every year. He further noted that around 45 per cent of these deaths involve two-wheelers, which highlights the need for stronger compliance with safety rules such as helmet use and cautious riding practices.

Malhotra underlined that the government is working through a structured approach based on the 4E framework Engineering, Enforcement, Education, and Emergency Care. He said that these four pillars together guide efforts to improve road infrastructure, strengthen traffic law enforcement, expand awareness campaigns, and improve emergency response systems for accident victims.

He also said that citizen-focused initiatives are being expanded to encourage timely assistance in case of accidents and to increase public participation in safety programmes. He added that youth engagement is being prioritised to create long-term behavioural change regarding road usage.

The Minister urged all road users to strictly follow traffic rules and avoid risky behaviour such as overspeeding, using mobile phones while driving, riding without helmets, and underage driving. He also mentioned that technology-based systems, including AI-enabled traffic monitoring, Intelligent Transport Systems, and FASTag-based mobility solutions, are helping strengthen enforcement, though human responsibility remains the most important factor.

He also observed that a group of 40 riders from the armed forces, government departments, corporate organisations, and the motorcycling community took part in the initiative, reflecting collective participation in promoting road safety awareness.
