The Maharashtra State Road Development Corporation has entered the housing sector by forming a dedicated unit to implement slum redevelopment projects across Mumbai under the state's Slum Free Mumbai mission. The agency will redevelop 97,713 acres covering 24,226 slum tenements across multiple suburbs. An eight-member team has been constituted to manage planning, financial structuring, approvals and contractor monitoring. The move expands MSRDC's role beyond infrastructure rehabilitation. Parallel redevelopment efforts are also being carried out by MMRDA in key locations, including Ghatkopar, Jogeshwari and Malad, with thousands of rehabilitation units planned.
The Maharashtra State Road Development Corporation (MSRDC) has created a specialised unit to execute slum redevelopment projects across Mumbai under the state government's Slum Free Mumbai initiative. Known primarily for highways, expressways and flyovers, the state-owned corporation has now been assigned a direct role in housing redevelopment to ensure faster and structured execution of complex and long-pending schemes.
Under the mandate given by the Maharashtra government, MSRDC will redevelop 97,713 acres covering 24,226 slum tenements across the city. A total of 45 projects have been identified so far. The redevelopment will span key areas including Wadala, Sion, Vile Parle, Ghatkopar, Antop Hill, Jogeshwari, Malad, Kandivali, Borivali and Dahisar.
A senior official from MSRDC stated that this marks the first time the corporation will handle slum redevelopment in its entirety. Its responsibilities will extend from urban planning and project feasibility to financial structuring, regulatory compliance and verification of beneficiaries.
To manage the execution, an eight-member implementation unit has been constituted. The team includes architects, a civil engineer, a finance expert and urban planning specialists. The unit will invite expressions of interest for cluster-based redevelopment, prepare memoranda of understanding with relevant authorities, appoint consultants, evaluate master plans and oversee statutory approvals. It will also monitor contractors to ensure that timelines are maintained.
In the past, MSRDC's involvement in housing was limited to rehabilitation of project-affected persons displaced due to infrastructure works. This new role significantly expands its operational scope into full-scale urban redevelopment.
Parallel redevelopment work is already underway in Ghatkopar's Mata Ramabai Ambedkar Nagar and Kamraj Nagar through the Mumbai Metropolitan Region Development Authority (MMRDA), where 4,345 rehabilitation units have been planned. Separately, the Mumbai Metropolitan Authority has initiated redevelopment at Ambedkar Nagar and Kamraj Nagar in Ghatkopar, along with projects in Jogeshwari, Malad, Kandivali, Borivali and Dahisar.
The state government has in recent years pushed for cluster-based redevelopment models to address fragmented land holdings and delays in private-led schemes. Bringing MSRDC into the housing segment is seen as an attempt to apply its project management experience to urban renewal projects that have faced regulatory and execution hurdles.
