The Andhra Pradesh Capital Region Development Authority (APCRDA) recently conducted an e-lottery at its Amaravati project office to allot returnable plots to farmers who contributed land under the Land Pooling Scheme (LPS) for the development of the capital city. A total of 167 eligible farmers received 328 plots, including residential and commercial parcels. The allotments included newly identified plots, pending returnable plots and alternate plots given due to planning constraints. The process was carried out through an online randomised system in the presence of beneficiaries. Officials also advised farmers to complete registration and assured assistance for locating plot boundaries.
The Andhra Pradesh Capital Region Development Authority (APCRDA) recently conducted an e-lottery to allot returnable plots to eligible farmers from the Amaravati capital city region who had contributed their land under the Land Pooling Scheme (LPS). The allotment process was carried out based on proposals submitted by the respective competent authorities and in line with the provisions of the Land Pooling Scheme as well as relevant government orders.
A total of 167 eligible farmers were allotted 328 returnable plots through the lottery. These included 225 residential plots and 103 commercial plots. The allotments comprised newly identified plots, remaining returnable plots that had not been allotted earlier, and alternate plots provided to farmers whose earlier allotments were affected due to land acquisition areas, road alignments, court cases or other planning constraints within the capital city layout.
The lottery process took place at the meeting hall on the first floor of the Office of the Commissioner at the APCRDA Project Office in Rayapudi. The exercise was conducted in multiple sessions and covered farmers from several villages in the capital region, including Krishnayapalem, Nowlur, Nidamarru, Kuragallu, Velagapudi, Undavalli, Penumaka, Venkatapalem, Uddandarayunipalem, Lingayapalem, Nekkallu, Ananthavaram and Gannavaram.
Officials carried out the lottery proceedings throughout the day, between 10:00 AM and 5:00 PM. The allotment was conducted using an online randomised system designed to ensure transparency and fairness. Beneficiary farmers were present during the process. Before starting the live lottery, a trial run was organised to help participants understand the procedure and to ensure clarity regarding the digital allotment system.
After the completion of the lottery, provisional allotment certificates were issued to the farmers who received plots. These certificates serve as an initial confirmation of the allotted plots until the formal registration process is completed.
During the interaction with farmers, Special Grade Deputy Collector (Capital City), APCRDA, Sri Vasantharayudu informed the beneficiaries that they should complete the registration of the allotted plots at the earliest. He also stated that GIS personnel and village surveyors had been deployed to assist farmers in identifying the exact geographical location and boundaries of their respective plots.
The programme was attended by several officials including Special Deputy Collectors Sri Ravindra Rao, Sri Sai Srinivas Nayak, M. Seshireddy, K.S. Bhagyarekha and Padmavathi. Other APCRDA officials and staff members were also present during the lottery proceedings to supervise and facilitate the allotment process.
The Land Pooling Scheme has been a key mechanism used by the Andhra Pradesh government to assemble land for the development of Amaravati as the state's capital. Under the scheme, farmers voluntarily pooled their agricultural land in return for developed residential and commercial plots in the planned capital city area, along with other benefits. Over the years, APCRDA has been conducting phased allotments of returnable plots as planning, infrastructure development and land adjustments progressed across different villages in the capital region.
