The cooperative department in Pune has dissolved the managing committee of a housing society in Lohegaon after it failed to provide documents requested by a member despite repeated directions from authorities. The complaint involved denial of access to financial and administrative records such as audit reports, account statements, and income-expenditure details. After reviewing the matter, the Deputy Registrar of Cooperative Societies removed all 18 committee members and placed the society under administrative supervision. The action highlights the legal obligation of cooperative housing societies to maintain transparency and provide records to members when formally requested.
The Deputy Registrar of Cooperative Societies in Pune has dissolved the 18-member managing committee of a cooperative housing society located in the Lohegaon area after the committee repeatedly failed to provide official records requested by one of the society members.
The action followed a formal complaint filed by the member, who had sought access to several financial and administrative documents of the society. These included audit reports, income and expenditure statements, financial accounts, and other records related to the management of the housing society. Despite submitting written applications and reminders, the member did not receive the requested documents from the committee.
Authorities from the cooperative department had also issued directions to the managing committee asking it to provide the documents to the member as required under cooperative housing society regulations. However, the committee reportedly did not comply with these instructions. The continued refusal to share the records prompted the department to initiate action under the Maharashtra Cooperative Societies Act.
After examining the complaint and the response from the society committee, the Deputy Registrar concluded that the committee had failed to fulfil its responsibilities and had violated rules related to transparency and record access. As a result, the authority dissolved the entire 18-member managing committee and ordered administrative intervention to manage the affairs of the society.
Following the order, the society will now function under the supervision of an appointed administrator until a new committee is formed according to cooperative housing rules. The administrator will oversee daily operations, ensure maintenance of records, and handle compliance requirements until fresh elections or reconstitution of the managing body takes place.
Under cooperative housing society laws in Maharashtra, members have the right to access important documents related to the functioning of the society. These include audited financial statements, account books, meeting minutes, and expenditure details. Committees are required to maintain these records and provide copies or access when members make formal requests through the prescribed procedure.
Officials from the cooperative department indicated that denial of such records is considered a serious violation because managing committees handle common funds and assets on behalf of all residents. Transparent record-keeping and timely sharing of information are therefore essential for maintaining accountability within housing societies.
Similar disputes have been reported in several cooperative housing societies across Maharashtra in recent years, where members have approached the registrar's office after facing difficulties in obtaining financial records or administrative information. In many such cases, authorities have directed societies to follow proper procedures for document access and governance.
The action taken in the Lohegaon case is seen as a reminder that housing society committees must follow cooperative laws and cannot deny members access to legitimate information related to society management.
