Haryana Chief Minister Nayab Singh Saini reviewed budget expenditure and the progress of major state schemes, urging faster implementation across departments. He highlighted the need to accelerate solarisation of agricultural pumps under the PM-KUSUM scheme, expand rooftop solar on government infrastructure, and feed surplus energy into the grid. Key focus areas included transport upgrades, EV expansion, MSME incentives, environmental conservation, and promoting pulse cultivation and organic farming. Focusing on the energy department, the chief minister directed officials to accelerate the solarisation of agricultural pumps across the state. He stressed that the PM-KUSUM scheme should be implemented promptly to ensure that the maximum number of farmers benefit. Launched in March 2019, PM-KUSUM provides financial support for installing solar-powered irrigation systems, including solar pumps and grid-connected solar power plants. The scheme not only aids farmers but also contributes to reducing carbon emissions and improving energy access in rural areas.
Saini highlighted that surplus power generated through solar pumps should be fed back into the government grid to ensure optimal utilisation for public welfare. He also instructed officials to speed up the installation of rooftop solar panels on government buildings, bus stands, HAFED godowns, and other state-owned infrastructure. HAFED is the apex cooperative federation of Haryana. Officials noted that surveys of 5,000 government buildings have been completed and installations are in progress. Deputy commissioners of all districts have been asked to actively monitor and fast-track the scheme's implementation.
During the review of the transport department, Saini directed officials to identify and repair bus stands in poor condition. He also emphasised expanding electric vehicle (EV) charging infrastructure and increasing the number of electric buses to promote eco-friendly public transportation and lower carbon emissions.
In the industries sector, the chief minister urged the provision of greater incentives to small industries and MSMEs. He highlighted the importance of framing policies that encourage entrepreneurship, especially among women and economically weaker sections, to support inclusive economic growth.
The Environment, Forests and Wildlife Department was instructed to take strict action against the felling of Khair trees, prevent deforestation, increase green cover, and ensure proper marking of trees across the state. Saini also called for focused conservation efforts in the Aravalli region.
For the Foreign Cooperation Department, officials were asked to strengthen direct engagement with the NRI diaspora and provide support where needed. The department is also working on programmes to teach foreign languages to students aspiring to study or work abroad.
In the Agriculture and Farmers Welfare Department, Saini reiterated that farmers are the backbone of Haryana's economy and emphasised enhancing their productivity and income. He instructed that more Har Hith Stores should be opened to create sustainable livelihood opportunities for women and economically weaker sections. Har Hith, a project of Haryana Agro Industries Corporation Limited, provides support for in-store fit-outs, product procurement, logistics, IT support, and skills training for retail operations.
Saini further encouraged pulse cultivation in the state and asked the department to design a policy to incentivise farmers in this sector, aiming for Aatmanirbharta in pulse production in line with the vision of Prime Minister Narendra Modi. He also called for greater promotion of organic farming and directed the design of a dedicated scheme to support farmers adopting organic agricultural practices.
