The Navi Mumbai Municipal Commissioner, Dr Kailas Shinde, has directed stricter enforcement of air pollution control measures, with a specific focus on construction sites across the city. During a comprehensive review meeting with departmental heads, the commissioner assessed the implementation of pollution mitigation norms, encroachment control, sanitation services, tax recovery and digital governance systems. Officials were instructed to conduct physical inspections of construction sites to ensure compliance with standard operating procedures and to take firm action against violations, including issuing notices and halting work where required. The review also covered sanitation drives, public toilet maintenance, property tax and water charge recovery, and the promotion of online payment systems. The commissioner further emphasised faster grievance redressal, improved internal workflows, and closer coordination with elected representatives to support holistic urban development in Navi Mumbai.
The Navi Mumbai Municipal Commissioner, Dr Kailas Shinde, has directed civic departments to intensify the implementation of air pollution control measures, particularly at construction sites, as part of broader efforts to improve the city's air quality. The instructions were issued during a detailed review meeting attended by senior officials from environment, encroachment, sanitation, property tax, water supply and information technology departments.
Officials were instructed to ensure strict adherence to the standard operating procedures prescribed by the municipal corporation for pollution control at construction sites. Departmental officers and assistant commissioners were asked to conduct on-ground inspections to verify compliance and issue notices in cases of violations. Where non-compliance persists, officials were directed to stop construction activity. The review covered both large construction sites exceeding 1,000 sq metres and smaller sites, with directions that municipal construction projects must also comply fully with prescribed norms.
The commissioner further directed that all construction sites, irrespective of size, must install air quality monitoring devices and integrate the data with the designated application platform. It was clarified that these monitoring systems must be procured only from vendors approved by the Maharashtra Pollution Control Board to ensure authenticity and reliability of air quality readings. Officials were told that any lapse in this requirement would not be tolerated.
To strengthen enforcement, departments were instructed to constitute inspection teams at the ward level to conduct regular checks at construction sites. The responsibility for effective implementation of pollution control measures was placed directly on the assistant commissioners and ward officers, with instructions to ensure consistent and measurable outcomes.
In parallel, the commissioner reviewed the status of action against unauthorised constructions and instructed departments to strictly comply with court directives. Flying squads were directed to be formed on priority to accelerate demolition and enforcement drives against illegal structures.
The review also covered sanitation and public toilet management, with directions to expand and regularise intensive cleanliness drives and ensure consistent maintenance of public and community toilets. Special attention was instructed for sanitation and civic amenities in the 14 villages recently merged into the municipal limits.
On revenue collection, departments were directed to intensify efforts to meet property tax and water charge recovery targets, including focused action on arrears. Officials were instructed to widely publicise online payment options available through the municipal website, mobile application, WhatsApp chatbot and digital payment platforms, reducing the need for physical visits to civic offices.
The commissioner also reviewed the corporation's performance under the state's 150-day administrative reform programme and directed departments to further reduce response times on grievance redressal and digital governance platforms. Finally, officials were advised to maintain active coordination with newly elected representatives to ensure collaborative and integrated urban development across Navi Mumbai.
