The Directorate General of Civil Aviation (DGCA) has approved the upgrade of Bilaspur's Bilasa Devi Kevat Airport from a 3C-VFR (Visual Flight Rules) facility to a 3C all-weather operations category, enabling flights to operate in poor visibility and adverse weather conditions. The amendment to the airport's licence, issued following a review of documentation by the Chhattisgarh government, allows aircraft to rely on instrument flight procedures rather than visual cues, enhancing safety and operational reliability. Authorities said the clearance is expected to strengthen regional air connectivity, reduce the need for passengers to travel to Raipur during inclement weather and make the airport more attractive for airlines considering new services. The chief minister described the development as a significant step for economic and industrial growth in Bilaspur and neighbouring areas.
The Directorate General of Civil Aviation (DGCA) has granted approval for full all-weather operations at Bilaspur's Bilasa Devi Kevat Airport, marking an important upgrade in the facility's operational status. The regulator amended the airport's aerodrome licence, moving it from a 3C category based on Visual Flight Rules (VFR) to a 3C all-weather operations classification under Instrument Flight Rules (IFR). This change means aircraft will be able to operate at the airport even in low visibility and adverse weather conditions.
Under the revised licence conditions, aircraft no longer need to rely solely on visual cues for take-off and landing, as operations can now depend on advanced navigational aids and instrument approaches. DGCA officials have stipulated that the airport operator must implement required safety and operational standards, such as effective instrument landing systems, aerodrome lighting and trained personnel, to support safe all-weather operations.
The upgrade is expected to strengthen regional air connectivity for Bilaspur and surrounding districts. Until recently, flight services from Bilaspur were limited to daytime operations under favourable weather, with passengers often depending on the larger Swami Vivekananda Airport at Raipur during bad weather or foggy conditions. With all-weather status now in place, officials believe the airport will become a more reliable choice for airlines and travellers alike.
Chhattisgarh's chief minister welcomed the approval, describing it as a milestone for the region's civil aviation infrastructure. He said the ability to conduct flights irrespective of weather will enhance convenience and safety for passengers, and support broader economic activities, including trade, industry and tourism in the Bilaspur area. He also expressed gratitude for the support from central government authorities that helped secure the upgrade.
Airlines operating from Bilasa Devi Kevat Airport currently serve several domestic destinations, though schedules have historically been constrained by weather and daylight restrictions. With the new all-weather capability, industry stakeholders anticipate improved flight reliability, potential increases in flight frequency and interest from carriers evaluating the airport for expanded services.
