Delhi launches unique 14-digit identifier for every land parcel

Synopsis

Delhi has introduced the Bhu Aadhaar system, giving each land parcel a 14-digit Unique Land Parcel Identification Number (ULPIN). The system links textual records with geo-referenced maps, offering precise information on ownership, size, and location. A pilot in West Delhi has already assigned ULPINs to 274 parcels. Part of the Digital India Land Records Modernisation Programme, the initiative aims to reduce disputes, prevent fraudulent registrations, and simplify property transactions, taxation, and planning by providing a permanent digital identifier for every land parcel.

The Delhi government has implemented the Bhu Aadhaar system, assigning a unique 14-digit Unique Land Parcel Identification Number (ULPIN) to every land parcel in the city. This system integrates textual land records with geo-referenced maps to provide precise information on ownership, parcel size, and location. It is designed to improve transparency, reduce disputes over boundaries, and prevent multiple or fraudulent property registrations.


A pilot was conducted in Tilangpur Kotla village in West Delhi district, where 274 land parcels have already received ULPINs. The initiative is part of a broader implementation under the Digital India Land Records Modernisation Programme and follows similar systems introduced in other states and Union Territories. The Survey of India, providing high-resolution geospatial data including drone-based imagery, is supporting the project alongside the revenue department's IT branch.

For property owners, this initiative creates a permanent digital identity for each parcel, simplifying documentation for land transactions, loan approvals, and property taxation. It also allows authorities to monitor land use and planning more efficiently. The ULPIN, based on precise latitude and longitude coordinates, ensures accurate identification even for urban and rural parcels, making land record management more reliable and reducing the dependence on multiple physical documents.

The government plans to extend the system across Delhi, covering all urban and rural plots. This integration of maps with legal records is expected to improve administrative efficiency, reduce disputes, and provide a single, verifiable reference for property transactions. The long-term goal is to create a fully digital, transparent land record system that benefits property owners, lenders, and regulatory bodies.
