The Lucknow Development Authority (LDA) has introduced a new digital system called FastPass to significantly reduce the time required for approving building plans. The initiative allows eligible residential and small commercial projects to receive instant approvals through an online self-certification process. By removing the need for routine physical inspections, the system aims to cut delays, improve transparency, and reduce applicant interaction with officials. FastPass is part of LDA's broader effort to modernise approval mechanisms and streamline compliance under updated building bylaws.
The Lucknow Development Authority has launched FastPass, a digital facility designed to provide faster approvals for building plans by shifting the process to an online, self-certification-based system. The move is intended to address long-standing delays faced by applicants and to simplify approvals for low-risk construction projects under the revised building regulations.
Under the FastPass system, residential plots measuring up to 100 square metres and commercial buildings up to 30 square metres are eligible for near-instant approvals. Applicants are required to register on the LDA portal using a mobile number, upload the proposed building plans, and pay the applicable charges online. Once submitted, the system automatically verifies compliance with key planning norms.
The digital scrutiny covers critical parameters including land use as per the master plan, road width, building height, floor coverage, setbacks, parking provisions, and access points. If the uploaded plans meet all prescribed conditions, the approval is generated within minutes along with a self-certification document, without the need for a site inspection.
Earlier, such approvals often took several weeks or even months due to manual processing and mandatory physical verification by officials. The new system removes these steps for eligible cases, reducing both processing time and administrative workload. LDA officials have indicated that the platform is expected to handle a large portion of routine applications.
FastPass builds on previous reforms introduced by the authority, including risk-based classification of buildings and digital submission of documents. These measures were aimed at easing compliance for smaller constructions while allowing the authority to focus more closely on larger and complex projects that require detailed scrutiny.
