The Lucknow Development Authority has rolled out a one-time settlement (OTS) scheme aimed at resolving dues from nearly 4,000 defaulting property allottees, as part of efforts to address long-pending payment issues and improve financial recovery.


Introduced earlier this week, the scheme applies to a broad range of property categories, including residential units, commercial assets, institutional plots and allotments made to cooperative housing societies. The move is aligned with a wider policy push across Uttar Pradesh to clear legacy defaults and regularise ownership records.

Under the revised framework, allottees are allowed to settle outstanding dues with a waiver on penal interest, significantly reducing the total payable amount. Only the principal dues along with simple interest are required to be paid in most cases, making the scheme more accessible for individuals who had accumulated liabilities over time due to delays or financial constraints.

To encourage early participation, the authority has introduced incentives for prompt payment. Allottees who clear their dues within an initial window are eligible for a rebate, while those with larger outstanding amounts are offered structured instalment options. For dues exceeding INR 50 lakh, a portion must be paid upfront, with the remaining balance payable in phased instalments over a defined timeline.

Administrative measures have also been put in place to streamline the process. A dedicated help desk has been established at the authority’s headquarters to guide applicants through eligibility, documentation and application procedures. In addition, outreach initiatives such as calls, messages and formal communication are being undertaken to ensure that eligible defaulters are informed about the scheme and its benefits.

The scheme is expected to play a dual role—supporting allottees in regularising their properties while improving revenue inflows for the authority. Over time, compounded penalties and procedural delays had led to a build-up of defaults, with several properties remaining irregularised despite initial allotments.

By offering a time-bound and simplified settlement mechanism, the authority is attempting to unlock these assets and bring them back into the formal system. The initiative also reflects a broader shift towards more flexible, resolution-oriented approaches in urban housing administration.

Officials indicated that applications under the scheme will be processed within a stipulated period, ensuring quicker closure of cases and reducing administrative backlog. The structured design of the OTS programme, combined with financial relief measures, is expected to drive participation among defaulters who had previously deferred payments due to escalating liabilities.
