The Greater Visakhapatnam Municipal Corporation has initiated a comprehensive survey covering 66 slums across Visakhapatnam to assess housing conditions, infrastructure gaps, and redevelopment potential. The exercise forms part of a broader urban transformation strategy aligned with the Visakhapatnam Economic Region plan. Based on survey outcomes, slums will be categorised for either denotification or redevelopment under a public-private partnership model. Initial projects at Velampeta and Indira Nagar have already been identified, with redevelopment proposals involving multi-storey housing. The initiative also aims to institutionalise a Slum Rehabilitation Authority to streamline execution, financing, and long-term urban planning.

The Greater Visakhapatnam Municipal Corporation has commenced a city-wide survey of 66 slum clusters in Visakhapatnam, marking a structured push towards formalising and redeveloping informal settlements. The exercise is intended to evaluate the physical condition of housing, availability of civic infrastructure, and the broader socio-economic profile of residents, forming the basis for targeted redevelopment interventions.


The initiative is being undertaken as part of the larger Visakhapatnam Economic Region (VER) programme, which seeks to position the city as a key economic and urban hub. Officials indicated that the survey findings will classify slums into two broad categories—those that have achieved a certain level of development and can be denotified, and those that require comprehensive redevelopment through structured planning frameworks.

Two locations—Velampeta and Indira Nagar—have already been identified for pilot redevelopment projects. These will be executed under a public-private partnership (PPP) model, with proposed plans involving mid-rise residential buildings designed to accommodate existing residents. The Velampeta project is expected to feature a G+12 structure for around 177 families, while Indira Nagar will see a G+6 development housing approximately 110 families.

Authorities have indicated that displaced residents will be provided with interim support, including advance rental assistance for up to 18 months or alternative accommodation options. A majority of beneficiaries have shown preference for rental assistance to remain within their existing neighbourhoods during the construction phase.

Beyond physical redevelopment, the civic body is also working towards institutional reforms to streamline the process. Plans are underway to amend the governing municipal framework to enable the creation of a dedicated Slum Rehabilitation Authority, which will oversee project execution, financing structures, and regulatory compliance. This move is expected to provide a more organised mechanism for large-scale redevelopment across the city.

The survey also reflects evolving urban realities in Visakhapatnam, where several informal settlements have undergone partial transformation due to economic growth, yet continue to face issues such as inadequate road access, water supply constraints, and limited sanitation infrastructure.

With redevelopment planned as a single integrated package covering multiple locations, the initiative signals a shift towards cluster-based planning rather than isolated interventions. The approach is expected to optimise land use, improve service delivery, and enable scalable housing solutions within the city’s expanding urban framework.
