The Municipal Corporation of Delhi is preparing to launch the SWAGAM portal to enable regularisation of 1,511 unauthorised colonies, marking a significant step in formalising property ownership across the national capital. The platform, which has undergone demo testing, will allow eligible residents—particularly those with ownership rights under the PM-UDAY scheme—to submit applications digitally. Backed by ongoing drone and GIS surveys, the initiative aims to map properties, streamline approvals, and simplify compliance through a user-friendly interface. The move is expected to unlock redevelopment potential, improve access to civic infrastructure, and bring clarity to long-pending ownership and planning issues affecting thousands of households.

The Municipal Corporation of Delhi has advanced its efforts to regularise unauthorised colonies by preparing the SWAGAM portal for public rollout, aimed at covering 1,511 such settlements across the city.


According to officials, the portal underwent recent demo testing and is being integrated with the government’s broader digital infrastructure. The initiative forms part of a wider policy push to grant legal recognition to properties developed without formal approvals, many of which have remained outside the planning framework for decades.

A significant portion of groundwork has already been completed. Authorities indicated that more than half of the targeted colonies have been surveyed using drone and GIS-based mapping technologies. These surveys are expected to provide detailed data on built structures, road networks, and property boundaries, which will be incorporated into the portal to support application processing.

The platform has been redesigned with a simplified interface to ensure accessibility for residents, including first-time applicants unfamiliar with regulatory procedures. Officials stated that the system avoids technical jargon and is structured in a manner similar to basic digital service platforms, enabling users to navigate the process with relative ease.

Initially, approximately 40,000 residents who have already secured ownership rights under the PM-UDAY framework are expected to be eligible to apply directly through the portal. Once applications are processed, the civic body will proceed towards issuing regularisation certificates and planning infrastructure upgrades in these areas.

The regularisation process also introduces financial and planning considerations. There is no single uniform charge; instead, applicants will be subject to multiple components such as application and scrutiny fees. Additionally, constructions exceeding permissible floor area ratio (FAR) limits under Delhi’s master plan will attract penal charges at three times the standard rate, reinforcing compliance with planning norms.

Architects empanelled with the civic body will play a key role in the process by preparing and uploading building plans that reflect existing on-ground structures. These plans, once certified and approved, will form part of the permanent legal record for the property.

The broader objective of the initiative is to move beyond mere ownership recognition and enable comprehensive urban integration. Upon completion of regularisation, authorities intend to focus on infrastructure provisioning, including roads, utilities, and public services, thereby improving liveability in these colonies.

The move is expected to address long-standing gaps in Delhi’s urban planning framework by bringing informal developments into the formal system, while also facilitating redevelopment and financial formalisation for property owners.
