Karnataka to roll out private-style layouts for SC/ST communities

Synopsis

The Karnataka government is moving ahead with a housing initiative to develop planned residential layouts for Scheduled Caste and Scheduled Tribe communities, adopting a private developer-style model. The pilot will cover nearly 1,000 acres, with initial land parcels already identified in districts such as Belagavi, Ballari and Mysuru. Backed by an allocation of about INR 20 crore under the SCP/TSP scheme, the project focuses on delivering fully serviced plots with infrastructure in place before allotment, addressing long-standing gaps seen in earlier site distribution programmes.

The Karnataka government has initiated a housing plan to develop residential layouts for Scheduled Caste (SC) and Scheduled Tribe (ST) communities by following a private layout development model. The focus is on creating plots with complete infrastructure before allotment, instead of the earlier approach where basic amenities were often missing at the time of handover.


The pilot phase of the project is planned across nearly 1,000 acres. Around INR 20 crore has been allocated under the Scheduled Caste Sub-Plan and Tribal Sub-Plan (SCP/TSP) to support the initial development work. The move is being seen as an effort to improve the quality of land allotment and ensure better living conditions for beneficiaries.

In the first phase, close to 42 acres have already been identified across multiple districts. This includes about 16 acres in Belagavi, nearly 15.7 acres in Ballari, and smaller land parcels in Mysuru, including areas falling under gram panchayats and emerging urban limits. These locations are expected to be developed into structured layouts with proper road access and basic civic infrastructure.

The initiative comes after years of challenges in earlier allotment schemes. For nearly two decades, sites were distributed to SC and ST beneficiaries, but many of these layouts lacked essential facilities such as internal roads, drainage systems, water supply and electricity connections. As a result, several allottees faced delays in constructing homes or were unable to utilise the land effectively.

Under the revised model, infrastructure development will be completed before sites are handed over. This approach is similar to private sector layouts, where land is first planned, serviced and made ready for use. The government aims to reduce issues related to unusable plots and improve the overall outcome of housing support schemes.

The Public Works Department (PWD) has been assigned the responsibility of developing these layouts, including land preparation and infrastructure creation. However, the identification of beneficiaries and allocation of sites will continue to be handled by gram panchayats and urban local bodies as per existing norms. Officials clarified that there will be a clear separation between development work and beneficiary selection.

The move also aligns with broader efforts in Karnataka to improve land development standards and reduce gaps seen in both public and private layouts in the past. By ensuring that plots are ready for immediate use, the government is aiming to make the scheme more effective and practical for beneficiaries.
