HD Hyundai is moving ahead with a USD 4 billion investment to set up a large shipyard in Tamil Nadu, marking a key step in India’s shipbuilding expansion plans. The project, located in Thoothukudi, will be developed through partnerships with government-backed entities and is expected to anchor a broader shipbuilding cluster. It aligns with India’s target to become a leading global shipbuilder and is likely to bring advanced technology, vendor ecosystems, and higher production capacity to the domestic maritime sector.

HD Hyundai Heavy Industries has progressed its plan to establish a greenfield shipyard in Tamil Nadu with an estimated investment of USD 4 billion. The development follows the signing of a memorandum of understanding between HD Korea Shipbuilding & Offshore Engineering, the National Shipbuilding & Heavy Industries Park, and Sagarmala Finance Corporation to jointly develop, finance, and operate the facility.


The proposed shipyard will come up in Thoothukudi and is expected to function as the anchor unit of a larger shipbuilding cluster being planned in the region. This cluster is being developed through a joint venture between VO Chidambaranar Port Authority and the State Industries Promotion Corporation of Tamil Nadu, with the aim of creating an integrated maritime manufacturing ecosystem.

Officials associated with the project indicated that the agreement sets the base for early-stage execution and coordination between stakeholders. The plan includes not just shipbuilding operations but also the development of supporting infrastructure and allied industries within the cluster.

The investment is part of India’s broader strategy to strengthen its shipbuilding capacity and reduce dependence on imports. The central government has already approved a support package of about INR 69,725 crore to promote the sector, improve competitiveness, and attract global shipbuilders to set up facilities in the country.

Industry inputs suggest that HD Hyundai is likely to bring its global vendor network into the project, which could help develop a complete supply chain ecosystem locally. This approach is expected to improve efficiency, reduce costs, and create long-term industrial activity beyond the core shipyard operations.

The facility is also expected to significantly increase India’s shipbuilding capacity. Estimates indicate that the yard could handle production in the range of 3.5–4 million gross tonnage annually, which would place it among the largest shipbuilding units in the country.

The move builds on earlier engagements between HD Hyundai and the Tamil Nadu government, where multiple locations were assessed before finalising Thoothukudi due to its port connectivity, land availability, and infrastructure potential. The location also offers strategic advantages for export-oriented shipbuilding.

Globally, the project reflects HD Hyundai’s strategy to expand its manufacturing footprint outside South Korea and strengthen its position in the international shipbuilding market, particularly in competition with Chinese players.
