Construction of a second flyover at the Savitri Cinema junction in south Delhi is set to begin soon, aimed at reducing congestion along the busy Outer Ring Road corridor. The project, along with the expansion of the Modi Mill flyover, is part of an integrated plan to enable smoother, signal-free traffic movement between key areas such as Greater Kailash, Nehru Place and Kalkaji. With a combined project cost exceeding INR 350 crore, authorities expect improved traffic flow, reduced travel time and better connectivity once both developments are completed within an estimated timeline of two to two-and-a-half years.
The Delhi government is moving forward with the construction of a second flyover at the Savitri Cinema intersection in south Delhi, with work expected to begin soon after the project was recently awarded. The development is part of a larger plan to reduce congestion on the heavily used Outer Ring Road stretch.
Officials have indicated that the foundation stone is likely to be laid shortly, following which on-ground work will begin. The project has already received necessary approvals after facing delays in earlier years due to procedural and clearance-related issues.
The new flyover will be constructed parallel to the existing Savitri Cinema flyover, which currently handles a high volume of traffic but continues to face bottlenecks during peak hours. The additional structure is expected to ease pressure on the existing carriageway and improve traffic movement between Greater Kailash, Nehru Place and Chirag Delhi.
The plan is part of a larger corridor-level upgrade that also includes the expansion and extension of the Modi Mill flyover towards Kalkaji Temple. A three-lane carriageway is proposed under this component to strengthen connectivity across the stretch. The Modi Mill flyover expansion has been estimated at around INR 312.94 crore, while the Savitri Cinema flyover is expected to cost about INR 58 crore, taking the total project cost to over INR 370 crore.
Once completed, the combined infrastructure is expected to allow signal-free movement across key intersections, including Captain Gaur Marg and GK-II Road. This is likely to improve average travel speeds and reduce waiting time at signals, especially during peak traffic hours.
The need for a second flyover at this junction was identified several years ago through traffic studies that showed consistently high vehicular movement and projected further growth. The proposal had received approval from the Unified Traffic and Transportation Infrastructure (Planning and Engineering) Centre, but remained pending due to funding and approval-related delays before being revived.
The Savitri Cinema junction has long been a critical congestion point in south Delhi, affecting daily commuters travelling across residential and commercial areas and those heading towards major routes connecting to the airport and other parts of the city. The upcoming project is expected to address these long-standing issues in a phased manner.
During construction, some disruption is expected along the Outer Ring Road due to the scale of work. Authorities are likely to implement traffic diversion plans and phased execution to reduce inconvenience and maintain traffic flow as much as possible.
The overall timeline for completing both the Savitri Cinema and Modi Mill flyover projects has been estimated at around two to two-and-a-half years from the start of construction, subject to execution progress and on-ground conditions.
