The Jammu and Kashmir government has completed over 31,000 houses under Pradhan Mantri Awas Yojana-Urban out of 39,153 sanctioned units. Around 7,980 houses are still under construction and are targeted for completion by September 2026. The Jammu and Kashmir administration has informed that more than 31,000 houses have been completed under the Pradhan Mantri Awas Yojana-Urban (PMAY-U) since the scheme was rolled out in the Union Territory. The update was shared in the assembly, where the government explained that the pace of construction has been affected in several cases due to issues faced by beneficiaries at the ground level.


Under the beneficiary-led construction (BLC) vertical of PMAY-U 1.0, a total of 39,153 houses were sanctioned. Out of these, 31,173 units have been completed so far, while 7,980 houses remain under different stages of construction. The government has set a target to complete all the pending houses by September 2026, indicating that execution is still ongoing but nearing its final phase.

District-wise data shows that Jammu has the highest number of sanctioned houses at 5,755, followed by Baramulla with 4,165 and Anantnag with 3,856. Srinagar recorded 3,508 sanctioned houses, of which 2,664 have already been completed and 844 are still under construction. In the Lal Chowk constituency, 423 houses were approved, with 263 completed and 160 still in progress, reflecting a similar trend of partial completion across urban pockets.

The government clarified that delays are mainly linked to the nature of the BLC model, where construction is carried out by beneficiaries themselves. Financial assistance is released in stages based on physical progress, verified through inspections and geo-tagging. Each beneficiary receives INR 1.50 lakh from the Centre and INR 0.1666 lakh from the Union Territory. However, beneficiaries are required to contribute their own share, which ranges between INR 2.93 lakh and INR 3.39 lakh, depending on construction requirements.

Officials indicated that many beneficiaries have faced difficulty in arranging their share of funds. In addition, rising material costs and personal constraints have slowed down construction in several cases. These factors have been identified as the primary reasons for delays rather than administrative or approval-related issues.

Under PMAY-Urban 2.0, the government has received over 21,000 applications through the unified web portal. Out of these, 16,830 applications have been verified, while 2,641 are still under verification. A total of 2,863 applicants have been found eligible, and 2,120 houses have already been approved with financial assistance of around INR 53 crore.

In the Affordable Housing in Partnership (AHP) vertical, 1,272 flats have been approved. This includes 760 units in Bhalwal and 208 units in Roop Nagar in Jammu, along with 304 units in Chakhar Sundli in Udhampur. The government stated that beneficiary verification for these projects is currently in progress, and allotments will follow once the process is completed.

It was also clarified that, so far, no cases sanctioned under PMAY-Urban 2.0 in Srinagar fall within the Lal Chowk constituency. This indicates that the second phase of the scheme is still in early stages of implementation in certain urban areas.

To address funding gaps and speed up construction, the administration has introduced an interest-free loan facility of INR 2 lakh per beneficiary through J&K Bank. The loan is repayable over a period of 10 years and is expected to help beneficiaries complete their houses without facing immediate financial pressure.

The progress under PMAY-U in Jammu and Kashmir comes alongside earlier improvements seen in rural housing under PMAY-Gramin, where a significant number of houses have already been completed, showing a wider push to improve housing availability across regions.
