A strategic partnership has been signed between the Mumbai Metropolitan Region Development Authority (MMRDA), the Maharashtra government, and the Government of Moscow to strengthen urban development cooperation. The agreement focuses on infrastructure, innovation, tourism, healthcare, and skill development. It aims to bring global expertise to the Mumbai Metropolitan Region (MMR) and support its growth as a major economic hub. With MMR already contributing around 5-6% to India's GDP and targeting USD 300 billion economic output by 2030, the collaboration is expected to support long-term planning, improve infrastructure delivery, and enhance overall urban living standards.
The Mumbai Metropolitan Region Development Authority (MMRDA), along with the Urban Development Department of Maharashtra, has signed a Memorandum of Understanding with the Government of Moscow in Mumbai, marking a key step towards international cooperation in urban development. The agreement was formalised in the presence of senior officials from both sides, including representatives of the Russian Federation.
The MoU was signed by Dr. Sanjay Mukherjee, Metropolitan Commissioner of MMRDA, and Sergey Cheremin, a minister from the Moscow government. The agreement sets up a structured framework for collaboration across several sectors such as urban infrastructure, innovation, cultural exchange, tourism, healthcare, and skill development.
The partnership is expected to support Mumbai's position as a growing global economic centre by bringing in international expertise, institutional coordination, and proven practices in city planning and infrastructure development. It also reflects a shared focus on building resilient and inclusive urban systems through knowledge sharing and capacity building.
MMRDA, established under the MMRDA Act, 1974, continues to play a central role in infrastructure development across the Mumbai Metropolitan Region, which covers around 6,328 sq km and contributes nearly 5-6% to India's GDP. Ongoing projects such as the 337 km metro network and the Mumbai Trans Harbour Link are part of broader efforts to improve connectivity and support economic growth in the region.
The collaboration also aligns with the vision outlined by NITI Aayog to develop the MMR into a USD 300 billion economic hub, with the potential to generate close to 3 million jobs by 2030. This makes international partnerships important for bringing in technical expertise and strengthening execution capabilities.
During the event, Chief Minister Devendra Fadnavis highlighted that the partnership reflects Maharashtra's increasing global engagement and its focus on developing modern, future-ready cities. He indicated that Mumbai continues to act as a key growth driver and that such collaborations can support long-term infrastructure and investment goals.
Deputy Chief Minister Eknath Shinde stated that the agreement would help strengthen Mumbai's ongoing urban transformation by using global expertise in mobility, infrastructure planning, and sustainable development. He added that the focus remains on improving access to infrastructure and overall quality of life across the region.
Dr. Sanjay Mukherjee also noted that partnering with a global city like Moscow would help integrate advanced practices in urban planning, digital governance, and infrastructure financing. He indicated that this would improve institutional capacity and support the execution of large-scale projects in the region.
The agreement covers multiple focus areas, including infrastructure development, innovation, cultural exchanges, museum and heritage management, tourism, healthcare, and skill development. It will also enable the exchange of technical knowledge and best practices between both regions.
The Urban Development Department of Maharashtra will act as the nodal agency for coordination and policy alignment, while the Moscow government will contribute its experience in areas such as smart city development, integrated transport systems, and digital governance.
The MoU has been signed for a period of ten years and is based on mutual cooperation without any immediate financial commitment from either side. It is expected to support long-term planning and execution of projects through structured collaboration.
