Government launches Aadhaar based biometric payouts for highway land compensation

Synopsis

The government has introduced a pilot to transfer compensation for highway land acquisition through Aadhaar linked biometric authentication, aiming to make payments direct, instant, and secure. This mechanism ensures landowners receive funds in their bank accounts after completing OTP and biometric verification, reducing chances of misdirection or delays. The pilot is underway in Bihar, Uttar Pradesh, Madhya Pradesh, Rajasthan, and Karnataka. In the current financial year, approximately INR 19,800 crore has been disbursed for acquiring 10,100 hectares of land. Earlier, payments were via cheques but later shifted to direct bank transfers.

The government has rolled out a pilot program using Aadhaar based biometric authentication for disbursing compensation to landowners affected by highway projects. The system allows direct transfers to verified accounts immediately after OTP and biometric checks, aiming to enhance transparency and minimize payment lapses.


Highway agencies under the road transport ministry are conducting the pilot in five states Bihar, Uttar Pradesh, Madhya Pradesh, Rajasthan, and Karnataka where rapid infrastructure growth has led to significant land acquisition. This approach is particularly relevant as highway development represents the largest share of public-purpose land acquisition in the country.

Officials noted that in the current financial year, around INR 19,800 crore has been paid out for acquiring approximately 10,100 hectares for highways. Previously, the Competent Authority for Land Acquisition (CALA) handed over cheques directly to landowners, which was later replaced by direct bank transfers. The Aadhaar-based biometric system now ensures that compensation reaches the rightful owner's account, eliminating the risk of payments going to the wrong person.

This initiative aligns with broader efforts to make infrastructure-related payouts more efficient and accountable. Experts highlight that such mechanisms, combining Aadhaar verification with OTP authentication, can reduce intermediaries and ensure faster, more secure compensation, addressing longstanding concerns over delays and discrepancies.
