Japan International Cooperation Agency has signed loan agreements with the Government of India for four projects with a combined value of approximately INR 16,420 crore. The funding will support metro rail expansions in Bengaluru and Mumbai, alongside initiatives in healthcare in Maharashtra and sustainable horticulture in Punjab. The projects are aimed at strengthening urban mobility, medical infrastructure and agricultural value chains. With implementation timelines extending into the early 2030s, the initiatives are expected to contribute to improved connectivity, healthcare access and climate-resilient agricultural practices across multiple states.
Japan International Cooperation Agency has entered into loan agreements with the Government of India to finance four major projects spanning urban infrastructure, healthcare and agriculture, with a combined outlay of approximately INR 16,420 crore. The agreements were formalised in the past week in New Delhi between officials from the Department of Economic Affairs and the JICA India office.
The projects include metro rail expansions in Bengaluru and Mumbai, a healthcare infrastructure initiative in Maharashtra and a horticulture development programme in Punjab. The funding is being extended as Official Development Assistance (ODA), reflecting continued collaboration between India and Japan in infrastructure and development sectors.
In the urban transport segment, the Bengaluru Metro Phase 3 (I) project will receive funding for the development of approximately 44.65 km of elevated metro corridors, designed to address increasing traffic demand in the Bengaluru Metropolitan Region. The project includes multimodal integration features aimed at improving connectivity and supporting transit-oriented development.
The Mumbai Metro Line 11 project will involve the construction of around 17.51 km of underground metro corridors, intended to strengthen connectivity across key urban nodes. The line is expected to integrate with major infrastructure such as the Mumbai Trans Harbour Link, enhancing overall transport efficiency within the metropolitan region.
In the healthcare sector, the Maharashtra project focuses on strengthening tertiary healthcare delivery systems, along with expanding medical education and nursing infrastructure. The initiative includes the development of medical colleges, capacity building measures and the adoption of advanced medical technologies to improve access to quality healthcare services.
The horticulture project in Punjab is aimed at promoting a climate-resilient agricultural value chain by encouraging the cultivation of high-value crops and strengthening supporting infrastructure. The programme also includes provisions for research collaboration, innovation and the use of digital platforms to enhance market access for farmers.
Officials indicated that the projects are aligned with broader goals of sustainable and inclusive development, covering sectors such as urban mobility, healthcare access and agricultural productivity. Each project will be implemented by the respective state-level agencies responsible for execution and delivery.
The timelines for completion of these projects extend into the early to mid-2030s, reflecting the scale and complexity of the initiatives. Authorities noted that the metro projects, in particular, are expected to contribute to reduced congestion and lower emissions by encouraging a shift towards public transport.
The agreements highlight the continued role of international financing in supporting large-scale infrastructure and development projects in India, particularly in sectors requiring long-term investment and technical collaboration.
