The cabinet-cleared proposal provides for phased payments, including an initial INR 500 crore in the current financial cycle, with the balance to be disbursed over subsequent years. The expressways, operational since 2018, form a 270-km ring corridor around the capital and are designed to divert non-destined heavy traffic away from Delhi. The decision is expected to improve coordination with central agencies, support infrastructure funding, and reinforce the role of these corridors in easing congestion and reducing vehicular pollution.

The Delhi government has approved the payment of INR 3,700 crore in pending dues for land acquisition related to the Eastern and Western Peripheral Expressways in the past week, with the cabinet clearing a proposal to settle the liability in a phased manner and strengthen coordination with central infrastructure agencies.


The decision follows a proposal by the Public Works Department to release the outstanding amount to the Union government or the National Highways Authority of India (NHAI), which executed the projects. Under the approved plan, INR 500 crore will be released in the financial year 2025-26 from revised budget estimates, while the remaining INR 3,203.33 crore will be paid in instalments over the coming years, subject to budgetary provisions.

The Eastern Peripheral Expressway and Western Peripheral Expressway together form a 270-km access-controlled corridor encircling Delhi, with each stretch extending approximately 135 km. These six-lane expressways were developed to divert non-destined traffic, particularly heavy and commercial vehicles, away from the capital, thereby reducing pressure on urban roads and improving travel efficiency.

Officials indicated that the clearance of dues is expected to resolve long-pending intergovernmental financial issues that had delayed full settlement of project costs. The expressways, operational for several years, have already contributed to easing congestion on key corridors such as Ring Road, Outer Ring Road and major national highways including NH-44 and NH-48, while enabling faster movement of goods and passenger traffic across the National Capital Region.

The corridors also connect key logistics and industrial nodes in neighbouring states, including Kundli, Manesar and Palwal in Haryana, and Ghaziabad, Gautam Buddh Nagar and Baghpat in Uttar Pradesh, reinforcing their role in regional trade and mobility networks. By diverting through-traffic, particularly diesel-powered heavy vehicles, the expressways have contributed to lower vehicular emissions within Delhi and improved air quality outcomes.

The government indicated that clearing the dues would ensure that infrastructure projects do not face delays due to financial constraints and would facilitate smoother collaboration with central authorities for future developments. The phased disbursement approach allows the state to manage fiscal commitments while addressing legacy obligations linked to large-scale infrastructure investments.

The move reflects a broader emphasis on strengthening transport infrastructure financing and maintaining operational efficiency of existing assets. With the peripheral expressways forming a critical bypass system for the capital, the settlement of dues is expected to support continued maintenance, integration with regional networks and long-term planning for traffic decongestion in the Delhi metropolitan area.
