The Goa government, through the Town and Country Planning (TCP) Department, approved the conversion of over 18,000 sq m of land in Bardez taluka into settlement zones in the recent past, under provisions of Section 39A of the TCP Act, which permits changes to zoning classifications in the Regional Plan. The approvals are part of a series of applications processed across the state, reflecting sustained demand for land-use modifications linked to development activity in North Goa.
The conversion pertains to parcels of land previously classified under categories such as agricultural holdings and natural cover, which have now been redesignated for settlement purposes. This zoning change enables potential residential and allied development, subject to further statutory approvals and compliance with planning norms. Section 39A provides a mechanism for landowners to seek amendments to zoning designations, which are otherwise governed by the notified Regional Plan.
Data presented in the state assembly in recent months indicated that Bardez is among the talukas with the highest concentration of such applications. Alongside Pernem, it accounts for a significant share of proposals seeking conversion of land to settlement zones. In Bardez alone, hundreds of applications have been submitted covering substantial land area, underscoring the scale of demand for zoning changes in the region.
Officials indicated that the approvals form part of a broader administrative process involving scrutiny by multiple departments, including planning, revenue, and environmental authorities. Applications are typically assessed based on land classification, existing zoning under the Regional Plan, and compliance with regulatory conditions before approval is granted. The process may also involve site inspections and verification of land records prior to final clearance.
