Maharashtra Chief Minister Devendra Fadnavis has instructed authorities to establish a structured and accessible affordable rental housing system in Mumbai, alongside a dedicated digital platform to streamline access for citizens. The directive, issued following a policy review meeting in the past week, responds to sustained migration into the city and the resulting pressure on rental housing supply. The proposed framework emphasises aligning demand and supply, ensuring legal compliance in tenancy agreements, and reducing disputes. Measures include appointing designated authorities under the Maharashtra Rent Control Act and strengthening institutional mechanisms for oversight. The move is positioned within the broader effort to address housing affordability challenges for working populations and migrants in India's financial capital.
Maharashtra Chief Minister Devendra Fadnavis directed the state administration in the past week to establish a comprehensive mechanism for affordable rental housing in Mumbai, along with the development of a dedicated digital platform to improve access and transparency for tenants and landlords.
The directive was issued during a high-level review meeting on rental housing policy, where the Chief Minister highlighted the sustained influx of people into Mumbai for employment and business as a key driver of housing demand. He stated that the government must ensure the availability of rental accommodation at affordable rates and create a system that functions efficiently for both property owners and tenants.
Officials were instructed to design a structured framework that aligns housing supply with demand, ensuring that citizens can access rental units suited to their budget. The administration was also asked to establish a digital portal that would streamline processes, improve transparency, and facilitate easier access to rental housing options.
The Chief Minister further directed that all rental housing processes should be governed strictly by formal agreements and regulatory oversight, with an emphasis on minimising disputes between landlords and tenants. He indicated that coordination among departments would be essential to ensure smooth implementation and operational efficiency.
As part of strengthening enforcement under the Maharashtra Rent Control Act, 1999, instructions were issued to designate deputy commissioners of police as competent authorities under the Act. The administration was also asked to issue formal notifications incorporating these responsibilities into official roles and to ensure that the number of such authorities increases in proportion to expanding police jurisdictions.
In addition to administrative reforms, the state government is examining judicial measures to address delays in rental dispute resolution. The proposed approach includes the establishment of dedicated courts to handle rent-related cases and the possible introduction of extended court hours to expedite pending matters.
The initiative reflects the state's response to growing pressure on Mumbai's housing ecosystem, where rising migration and limited supply have contributed to affordability constraints in the rental segment. By introducing a coordinated system supported by digital infrastructure and legal enforcement mechanisms, the government aims to improve access to rental housing while ensuring compliance and dispute resolution frameworks are strengthened.
The proposed measures are expected to form part of a broader housing strategy focused on addressing urban demand patterns and improving housing accessibility for working populations across Mumbai.
