Noida lifts ban on Sports City projects, allows developers to submit revised plans for approval

The Noida Authority has lifted restrictions on four stalled Sports City projects, permitting developers to submit revised layouts for approval and restart long-delayed construction. The decision follows compliance with a Supreme Court directive issued late last year, which mandated a structured revival framework for the projects. Spread across nearly 800 acres, the developments collectively account for around 32,000 residential units and were halted in 2021 after regulatory and audit-related irregularities were flagged. Developers, including Lotus Greens, Logix Infra, ATS Homes and Xanadu Estate, must now present updated plans aligned with original policy requirements, particularly the provision of sports infrastructure. The move is expected to facilitate completion of pending units, enable registrations, and address concerns of thousands of homebuyers affected by prolonged delays.

The Noida Authority has lifted a blanket ban imposed on four Sports City projects and has allowed developers to submit revised layouts for scrutiny and approval, enabling the resumption of construction and regulatory processes that had remained stalled for several years.


The decision was taken in the past week during a board meeting, following directions issued by the Supreme Court late last year, which approved a revival framework for the projects and instructed the Authority to remove restrictions within a defined timeframe. The ban, imposed in 2021, had halted map approvals, occupancy certificates, and registration of flats across these developments after irregularities were flagged in their execution and compliance.

The Sports City scheme, spread across nearly 800 acres in Noida, was originally conceived as an integrated township combining residential housing with large-scale sports infrastructure, including golf courses, stadiums, and multi-sport facilities. Developers were permitted to monetise up to 30% of the land for residential and commercial use to fund the development of sports amenities on the remaining portion.

Allotments were made to four developers Xanadu Estate, Lotus Greens in partnership with Logix Infra, and ATS Homes across sectors including 78, 79, 101, 150 and 152. However, the projects faced prolonged delays due to financial stress, disputes, and deviations from approved layouts, particularly in relation to the development of the mandated sports infrastructure.

The immediate trigger for lifting the restrictions was the approval of a revised layout for the Lotus Greens Sports City project in Sector 150. The developer had submitted a revival proposal outlining a phased payment plan for its outstanding dues, estimated at over INR 4,000 crore, and committed to completing pending works in accordance with policy requirements.

With the lifting of the ban, developers of the remaining three projects are now required to submit revised master plans to the Authority. Officials indicated that further approvals, including map clearances and construction permissions, will be processed only after these plans are reviewed for compliance with the original Sports City framework.

The projects collectively account for approximately 32,000 residential units, including both completed and under-construction flats. While around 8,000 residents are already occupying units in certain developments, a significant number of homebuyers have faced delays in possession and registration due to the regulatory freeze.

The revival is expected to enable the restart of construction on thousands of pending units and unlock administrative processes such as registrations, which had remained stalled. The broader development carries an estimated investment of over INR 50,000 crore and has implications for a large base of homebuyers awaiting completion of their properties.

The Authority has indicated that future approvals will be contingent on adherence to the revised layouts and fulfilment of obligations related to sports infrastructure, signalling a conditional approach to restarting activity across the Sports City projects.
