The underpass project near Bharat Mandapam in Delhi has received key approval from Indian Railways, allowing construction to move ahead after a long delay. The Bhairon Marg underpass, part of the Pragati Maidan Integrated Transit Corridor, had been stalled due to technical and coordination issues. With a revised plan now cleared, work is expected to restart with a completion target set for December 2026. The project is aimed at easing congestion in central Delhi and improving connectivity around Pragati Maidan, ITO and nearby high-traffic stretches.
The Delhi government has moved ahead with the long-pending underpass project on Bhairon Marg near Bharat Mandapam after receiving the required clearance from Indian Railways. The project, known as Underpass No. 5, is located in a key traffic zone in central Delhi and had remained incomplete for several years due to multiple challenges.
PWD Minister Parvesh Sahib Singh stated that delays were mainly due to pending approvals and lack of coordination between agencies. He explained that the department held several discussions with railway officials and carried out site inspections to resolve technical issues and move the project forward.
The underpass had been facing construction issues for more than three years, largely because of its proximity to active railway lines and complex ground conditions. Work had stopped in 2023 after technical concerns related to safety and design remained unresolved.
Progress was achieved after Indian Railways issued a no-objection certificate for the revised construction approach. With this approval, the project is now set to restart, with authorities fixing a clear timeline for execution and completion by December 2026.
Officials said the revised plan includes engineering improvements such as ground stabilisation through grouting, strengthening of the structure below the railway track, and the use of a cast-in-situ construction method suited for the site. These changes were introduced to address earlier structural and soil-related issues that had slowed down progress.
The underpass is part of the larger Pragati Maidan Integrated Transit Corridor, which was developed to improve traffic movement in central and east Delhi. While other sections of the corridor have been operational, this missing link has continued to affect smooth traffic flow in the area. Once completed, the underpass is expected to reduce congestion around Pragati Maidan, ITO and nearby arterial roads, especially during large events at Bharat Mandapam.
Officials also clarified that the project will be completed within the existing approved budget, with no additional financial impact expected. The focus will now be on maintaining execution timelines and ensuring coordination between all agencies involved.
