Synopsis

A Mumbai sessions court has granted bail to three officials linked to the Metro Line 4 project in the Mulund parapet collapse case that caused one death and injured three people. The court observed that the incident appeared to be due to a lapse during on-site execution, particularly a welding-related error, rather than direct negligence by the officials. It also noted that custodial interrogation was complete and the accused had no criminal background. The case continues to be investigated, with focus on construction practices and accountability in large infrastructure projects.

A sessions court in Mumbai has granted bail to three officials associated with the Metro Line 4 project in connection with the Mulund parapet collapse incident, which resulted in one death and injuries to three persons. The court, while allowing the bail applications, observed that the incident appeared to be linked to an execution-level lapse rather than clear negligence on the part of the senior officials.

The officials included a project director and two project managers. The court noted that all three were qualified professionals with no prior criminal record. It also stated that their custodial interrogation had already been completed and further detention was not required for the ongoing investigation.

During the hearing, it was indicated that the collapse was likely caused by a welding-related error at the site. As per the findings presented, a worker had allegedly removed or disturbed structural support components before the work was fully secured, which led to the concrete parapet segment falling. The court took this into account and observed that the seriousness of the incident alone could not be the sole reason to deny bail.

The incident had taken place on an under-construction stretch of Metro Line 4 in Mulund West, along LBS Road, where a portion of a concrete parapet collapsed onto vehicles passing below. The accident led to the death of a 50-year-old individual and left three others injured. The incident raised concerns among residents and local authorities about safety practices at ongoing metro construction sites.

Following the collapse, multiple individuals connected to the project were booked, and action was initiated against contractors and consultants. The Mumbai Metropolitan Region Development Authority (MMRDA) had suspended certain officials and ordered departmental inquiries to examine lapses in supervision and safety checks. Financial penalties and corrective measures were also initiated at the project level.

The incident also triggered wider scrutiny of the Metro Line 4 corridor. Public representatives had raised concerns about construction quality and alignment issues, and demands were made for independent safety and quality audits across the entire stretch. Authorities have since been reviewing compliance processes and monitoring mechanisms to prevent similar incidents.

While bail has been granted to the three officials, the investigation into the case is still ongoing. Officials are continuing to examine technical details, on-site decisions, and responsibility at different levels of execution.
