Port officials said the project is expected to enhance LNG handling capabilities at Haldia while contributing to the national objective of increasing the share of natural gas in India's energy mix. The development forms part of wider efforts to expand gas infrastructure and support industrial energy demand in eastern India.

The agreement was executed on March 6 and forms part of efforts to strengthen energy supply infrastructure and improve the availability of natural gas in the region.
The proposed project will involve the development of an FSRU facility capable of receiving LNG shipments from carriers, storing the fuel in liquid form and converting it back into natural gas before transmitting it through onshore pipelines. Such floating terminals are commonly used to facilitate LNG imports where permanent onshore infrastructure is limited or where flexible capacity expansion is required.
Officials at the port indicated that the facility is intended to enhance the LNG handling capabilities of the Haldia Dock Complex and support the expansion of natural gas usage across eastern India. Once operational, the terminal will provide infrastructure for importing and processing LNG, which can then be supplied to industries, power plants and city gas distribution networks in the region.
The project aligns with the Union government's broader policy objective of increasing the share of natural gas in India's overall energy mix. By enabling the import and regasification of LNG at Haldia, the port aims to support the expansion of gas-based infrastructure while strengthening the national natural gas supply chain.
According to officials, the introduction of the FSRU at the Haldia Dock Complex is expected to improve the port's role in supporting cleaner fuel adoption and industrial development in the region. Port authorities said the facility will contribute to the availability of cleaner energy alternatives compared with conventional fossil fuels and help meet growing energy requirements in eastern and north-eastern parts of the country.
The Haldia Dock Complex is one of the two dock systems operated by SMPK, alongside the Kolkata Dock System, and plays a key role in handling cargo traffic for eastern India. The addition of LNG infrastructure is expected to diversify the range of energy cargo handled at the port and strengthen its role in regional logistics and energy distribution networks.
Industry observers note that LNG infrastructure has been expanding across India in recent years as the government seeks to increase gas usage in sectors such as power generation, manufacturing and urban gas distribution. Floating storage and regasification units have emerged as an alternative to conventional onshore LNG terminals because they can be deployed more quickly and offer operational flexibility.
Officials stated that the establishment of the FSRU at Haldia will support the development of cleaner energy infrastructure while reinforcing the port's role in facilitating industrial growth and energy supply in eastern India.
