An agreement has been registered for the establishment of the India International University of Legal Education and Research (IIULER) in Amaravati, marking a new addition to the region's education infrastructure. The Andhra Pradesh Capital Region Development Authority has allotted 55 acres of land at Sakhamuru in the capital city for the project. The university will be developed by the Bar Council of India Trust PEARL FIRST with a planned investment of around INR 300 crore in phases. The project is expected to support legal education, research and international academic collaboration while also creating employment opportunities and strengthening the academic ecosystem in Amaravati.
An agreement for establishing the India International University of Legal Education and Research (IIULER) was executed at the Mandadam Sub-Registrar Office in Amaravati. The document was registered before Sub-Registrar Ch. Rambabu. On behalf of the Andhra Pradesh Capital Region Development Authority (APCRDA), the agreement was signed by authorised signatory Jubin Cheeran Roy, who serves as Joint Director (Estates).
The Government of Andhra Pradesh, through APCRDA, has allotted 55 acres of land at Sakhamuru in the capital city region of Amaravati, located in Guntur district. The land has been granted to the Bar Council of India Trust PEARL FIRST for the development of the India International University of Legal Education and Research.
The initiative was conceptualised by Manan Kumar Mishra, Senior Advocate of the Supreme Court of India, Chairman of the Bar Council of India Trust PEARL FIRST and a Member of Parliament in the Rajya Sabha. The project is aimed at strengthening legal education and research in India while supporting the broader academic development of the Amaravati Capital Region.
The Bar Council of India Trust PEARL FIRST plans to invest about INR 300 crore in phases to develop the university campus and its supporting infrastructure. In the initial phase, the project is expected to generate employment opportunities for nearly 200 people. Additional academic and professional opportunities are likely to emerge as the institution expands its activities in the coming years.
Officials involved in the initiative indicated that the university is expected to support advanced legal studies, research in emerging areas of law and collaboration with international academic institutions. The institution is also intended to help train future legal professionals, scholars and policy experts.
The lease deed for the project was executed on 6 March 2026. Jubin Cheeran Roy, Joint Director (Estates), signed the document on behalf of APCRDA, while Ashok Kumar Panday, Officiating Secretary, signed on behalf of the Bar Council of India Trust PEARL FIRST.
Manan Kumar Mishra conveyed his appreciation to the Government of Andhra Pradesh and APCRDA for supporting the initiative and facilitating the establishment of the university in Amaravati. He indicated that the project is expected to strengthen the legal education ecosystem and further contribute to the academic profile of the capital region.
Amaravati has been planned as an administrative and institutional hub for Andhra Pradesh since it was proposed as the state's capital after the bifurcation of the former united state in 2014. Several government, education and institutional projects have been proposed for the capital region over the years. The addition of a specialised legal university is seen as part of the broader effort to develop knowledge-based institutions in the area.
