Maharashtra CM says over 75% of MIHAN project-affected persons have received developed plots

Synopsis

The Maharashtra government has informed the Legislative Council that rehabilitation work linked to the Multi-modal International Cargo Hub and Airport (MIHAN) project in Nagpur has progressed significantly, with more than 75% of eligible project-affected persons receiving developed plots. The state has also provided financial assistance of INR 5 lakh each to many beneficiaries in place of promised employment, with over INR 102 crore already disbursed. Land for the project was acquired from five villages in 1997. Authorities are continuing the process of handing over plots, executing lease agreements and providing job reservation benefits to remaining eligible beneficiaries.

The Maharashtra government has stated that rehabilitation measures for people affected by the Multi-modal International Cargo Hub and Airport (MIHAN) project in Nagpur district are progressing, with more than 75% of eligible beneficiaries already receiving developed plots. Chief Minister Devendra Fadnavis shared the update in a written reply in the Legislative Council while responding to questions raised by members regarding the status of compensation and rehabilitation for landowners affected by the project.


Land for the MIHAN project was acquired in 1997 from five villages in Nagpur district Kalukhi, Khapri, Telhara, Sumuthana and Dahegaon. The acquisition covered around 2,000 hectares of farmland for the development of the cargo hub, airport expansion and associated industrial infrastructure. Farmers whose land was taken for the project were assured compensation, employment opportunities and developed plots equal to 12.5% of the land acquired as part of the rehabilitation policy.

According to the government's response, compensation for the acquired land has already been paid through the Nagpur district collector's office. Among the villages affected, Kalukhi contributed 450.50 hectares of land, Khapri 425.57 hectares, Telhara 464.74 hectares, Sumuthana 108.86 hectares and Dahegaon 405.21 hectares.

For beneficiaries who opted to receive developed plots under the rehabilitation scheme, the government prepared a dedicated layout at Sumuthana in Hingna taluka. The layout covers around 77.73 hectares and has been planned to provide developed residential plots to eligible project-affected persons. A government directive issued on April 1, 2025 allowed authorities to begin executing lease agreements for these plots.

Out of the 360 beneficiaries who chose the 12.5% developed land option, the process of signing lease agreements and handing over plots is being carried out for those who have completed the required formalities, including payment of development charges. Officials indicated that the allotment process is continuing for the remaining eligible beneficiaries.

The state has also implemented a financial compensation option for those who did not wish to wait for employment under the project. Under this arrangement, eligible project-affected persons are given INR 5 lakh each as a rehabilitation grant instead of a job. Out of 2,701 project-affected persons identified under the scheme, 2,048 have already received the payment. The total amount disbursed under this provision has reached around INR 102.48 crore.

The government further clarified that beneficiaries who do not accept the INR 5 lakh compensation and hold valid project-affected certificates remain eligible for employment opportunities in the state government. A 5% reservation has been provided for such individuals in government recruitment, allowing them to apply for jobs based on their qualifications and skills.

The MIHAN project is one of Maharashtra's major infrastructure initiatives aimed at strengthening logistics and industrial development in central India. Located in Nagpur, the project includes a multi-modal cargo hub, an expanded international airport and a multi-product Special Economic Zone intended to attract industries, aviation-related businesses and logistics companies.

Over the years, the project has required significant investment and infrastructure development. Government estimates indicate that the approved cost of the MIHAN project has reached around INR 3,994 crore, with nearly INR 2,400 crore already spent on infrastructure, land acquisition, rehabilitation measures and related development works.

Concerns regarding delays in rehabilitation and delivery of promised benefits had been raised several times in the past by local representatives and affected residents. Several project-affected families had sought clarity on the status of developed plots and employment benefits. The latest update from the state government indicates that a majority of beneficiaries have already received developed plots and financial assistance, while the remaining allotments and agreements are being processed.
