Synopsis

The Hubballi-Dharwad Municipal Corporation (HDMC) has resolved to enforce provisions of the city's building by-laws against properties developed without mandatory off-street parking space, officials said in the past week. The decision follows a review of ongoing construction and newly completed buildings, where multiple developments were found non-compliant with parking requirements stipulated under the Hubballi-Dharwad Development Plan and building regulations. Under the enforcement drive, the civic body will issue notices to violators, seek rectification measures and, if necessary, initiate action under relevant municipal and Karnataka Urban Development Laws. Authorities indicated that adherence to parking norms is critical to easing traffic congestion and ensuring orderly urban growth in one of North Karnataka's largest urban agglomerations. The push aligns with broader efforts to strengthen rule-based development governance amid rising concerns over infrastructure strain and public safety.

The Hubballi-Dharwad Municipal Corporation (HDMC) has announced a stepped-up enforcement drive targeting buildings that fail to provide mandatory off-street parking, in a move aimed at relieving traffic congestion and enhancing compliance with building standards in the twin cities of North Karnataka. The decision was taken following inspections of several ongoing and newly completed developments, which revealed widespread non-adherence to parking norms established under municipal by-laws and the city's development plan. Under the applicable building regulations, mixed-use, commercial and residential developments are required to incorporate off-street parking spaces as part of project approval conditions, in accordance with the standards specified in the Hubballi-Dharwad Development Plan and relevant municipal statutes. However, civic inspectors found that a number of buildings that have obtained completion certificates or are nearing completion were built without adequate parking provisions or had reduced parking spaces in deviation from approved plans.

In response, HDMC officials said that notices will be issued to the developers and property owners concerned, directing them to submit compliance plans to regularise off-street parking within stipulated timelines. Municipal authorities are also prepared to invoke penalties, stop-work orders or other actions under the Karnataka Town and Country Planning Act and municipal law if developers fail to address violations.

Senior municipal engineers emphasised that adequate parking is essential for urban mobility, pedestrian safety and efficient use of public space, particularly in densely built areas where encroachments and on-street parking have exacerbated congestion on key corridors. The enforcement campaign is expected to cover residential complexes, commercial buildings and institutional developments found in violation of parking norms.

Property developers and industry representatives have acknowledged compliance challenges in older layouts and inner-city redevelopment sites, but stressed that updated enforcement highlights the need for rigorous adherence to planning conditions from the design stage. Several builders have indicated plans to revise designs and allocate additional parking where feasible to meet municipal requirements.

HDMC's initiative dovetails with broader efforts by urban local bodies across India to strengthen rule-based governance of the built environment, in response to growing concerns about infrastructure stress, traffic bottlenecks and the quality of urban spaces. Enforcement of parking norms is seen as a key aspect of orderly urban growth and improved livability, particularly in fast-expanding secondary cities such as Hubballi-Dharwad. Authorities said that sustained monitoring and strict action against non-compliance will continue as part of the civic body's regulatory oversight mandate.
