Synopsis

The Telangana High Court is set to hear a petition challenging the demolition of houses built on Bhoodan land in Khammam district, where around 20 daily wage workers claim their homes were razed without prior notice. The petitioners state that the land had been allotted to them by the Bhoodan Yagna Board and that valid pattas were issued. Authorities, however, have classified the occupants as encroachers and initiated possession proceedings. The case highlights ongoing legal disputes over Bhoodan land ownership and enforcement, raising concerns around due process, rehabilitation, and property rights for economically vulnerable residents.

The Telangana High Court is scheduled to examine a petition filed by a group of residents contesting the demolition of houses on Bhoodan land in Velugumatla village of Khammam district. The matter, which has drawn attention due to its implications for land rights and rehabilitation, is expected to be taken up for detailed hearing shortly.

The petition has been filed by nearly 20 daily wage workers who alleged that their homes were demolished by revenue authorities in February without any prior notice. The residents, belonging to Gotilla Park in Khanapuram Haveli area, argued that they were lawful occupants of the land, having received allotments through the Bhoodan Yagna Board along with pattas for plots measuring about 100 sq yards each.

According to the plea, authorities had earlier declared the residents as encroachers on approximately 3.07 acres of land and initiated steps to reclaim possession. The petitioners contended that despite previous court interventions in similar matters, officials proceeded with demolition, allegedly disregarding established legal safeguards and procedural requirements.

The petition further challenges the actions of the state administration, stating that the now-defunct Bhoodan Yagna Board's authority is being exercised by senior officials, including the Chief Commissioner of Land Administration. It seeks suspension of the demolition-related proceedings, restoration of the demolished houses, and compensation for losses suffered by affected families.

The dispute forms part of a broader conflict over Bhoodan lands in Telangana, where questions around ownership, historical allotments, and alleged encroachments have led to multiple legal challenges. Authorities have maintained in other instances that such lands are government-owned and subject to recovery if found under unauthorised occupation.

The outcome of the hearing is likely to have wider implications for similar cases involving Bhoodan land across the state, particularly in balancing enforcement actions with the rights of individuals claiming long-term occupancy and legal allotments.
