The initiative, led by the central government under the Swachh Bharat Mission, pairs high-performing cities with those seeking improvements in sanitation and waste management. Navi Mumbai, part of the Super Swachh League, has already conducted site visits to assess sanitation systems and recommend improvements across waste segregation, collection, disposal, and public hygiene infrastructure. The programme also includes knowledge-sharing on citizen engagement and digital reporting systems, aimed at enhancing overall urban sanitation standards in participating cities.

The Navi Mumbai Municipal Corporation has been designated as a mentor city under the Swachh Survekshan Swachh Shehar Jodi initiative, with responsibility for guiding five urban local bodies in Maharashtra Kannad, Jintur, Kej, Lonar, and Malkapur towards improved sanitation and waste management practices, as part of a national programme aimed at strengthening urban cleanliness standards.


The initiative, implemented under the Swachh Bharat Mission, involves the selection of 72 high-performing cities across the country to mentor a total of 196 cities. Navi Mumbai, which has consistently ranked among the cleanest cities and is included in the Super Swachh League, has been assigned three (Kannad, Jintur, Kej) and two (Lonar and Malkapur) for guidance.

Under the direction of Municipal Commissioner Dr Kailas Shinde, and supervised by Additional Commissioner Sunil Pawar as the nodal officer, teams from the civic body recently conducted field visits to all five cities. During these visits, officials assessed existing sanitation systems and provided recommendations for improvement across multiple parameters.

The evaluation covered key aspects such as waste segregation practices, collection mechanisms, processing and disposal systems, public toilet infrastructure, and cleanliness of water bodies. The visiting teams also advised on strengthening awareness campaigns through effective use of communication channels to increase citizen participation in sanitation efforts.

In addition to physical infrastructure and operational practices, the teams provided guidance on digital reporting requirements under Swachh Survekshan. This included training local authorities on methods for uploading city profiles and maintaining accurate online records, which form part of the evaluation framework under the national cleanliness survey.

Officials engaged with local administrative staff as well as residents during the visits to understand ground-level challenges and behavioural aspects influencing sanitation outcomes. Emphasis was placed on the importance of sustained daily cleanliness efforts and the role of community participation in achieving long-term improvements.

The initiative is designed to facilitate the exchange of best practices between cities with established sanitation systems and those working to enhance their performance. Navi Mumbai's experience in solid waste management and urban cleanliness is expected to serve as a reference model for the assigned cities.

As part of the programme, representatives from the five cities have also been invited to visit Navi Mumbai to observe its waste management systems and sanitation infrastructure. The objective is to enable practical learning and encourage replication of effective practices in their respective jurisdictions.

The civic body has indicated its commitment to supporting measurable improvements in the sanitation performance of the five cities assigned to it. The mentoring arrangement is expected to contribute to broader efforts aimed at raising cleanliness standards across urban India through structured collaboration and knowledge sharing.
