Noida International Airport has proposed a revised user development fee (UDF) structure for passengers, with departure charges ranging from INR 653 to INR 1,200 for FY27. The proposal, submitted to the Airports Economic Regulatory Authority, also includes fees for arriving passengers and a plan for annual increases till FY31. The move comes as the airport prepares to start operations and aims to balance revenue generation with competition in the NCR's dual-airport market. The final tariff decision is currently under regulatory review.

Noida International Airport has proposed a revised user development fee (UDF) for passengers as part of its tariff submission to the Airports Economic Regulatory Authority. This comes at a time when the airport is preparing to begin commercial operations and is finalising its revenue structure.


As per the proposal, departing domestic and international passengers may have to pay a UDF ranging between INR 653 and INR 1,200 in FY27. For arriving passengers, the proposed fee is between INR 282 and INR 520. The airport has also suggested a structured increase in these charges every year during the first control period from FY27 to FY31.

If approved, the total UDF for departing passengers is expected to increase gradually over the years, potentially reaching a range of INR 921 to INR 1,736 by FY31. This step is aimed at ensuring financial sustainability during the initial years of operation when traffic stabilisation is still in progress.

Before this proposal, an ad hoc UDF had already been allowed at lower rates. These included departure charges ranging from INR 490 to INR 980 and arrival charges between INR 210 and INR 420. This temporary arrangement was put in place until a final tariff structure is approved by the regulator.

The airport has indicated that it will operate in a dual-airport region along with Delhi's Indira Gandhi International Airport, which makes pricing an important factor. It has conveyed that maintaining a balance between competitive charges and revenue recovery will be necessary to attract airlines and passengers while also supporting project viability.

The project has already received its aerodrome licence and is moving closer to operational readiness. Once functional, it is expected to ease congestion at Delhi's airport and improve connectivity across the National Capital Region.

Noida International Airport is being developed as a major greenfield aviation project with an initial passenger handling capacity of around 1.2 crore annually. In the early phase, the focus is expected to remain largely on domestic travel, with international operations and capacity expansion planned in later stages.

Industry expectations suggest that the airport could see steady growth in passenger traffic due to factors such as better slot availability and relatively lower aviation-related costs compared to Delhi. However, the final impact of the proposed UDF will depend on the regulator's approval and how airlines respond to the pricing structure.
