Synopsis

The Visakhapatnam Metropolitan Region Development Authority (VMRDA) has initiated the Vizag Bay City coastal project, aiming to transform a 40 sq km stretch between Kailasagiri and Bheemunipatnam into a vibrant mixed use waterfront destination. The plan focuses on coastal tourism, global business ecosystems, and premium residential development. It will feature scenic corridors, heritage restoration, Blue Flag beaches, water sports, adventure parks, innovation districts, and luxury residences. By FY2032, the project aims to attract about 1.5 million high-value visitors annually, supporting regional economic growth and positioning Visakhapatnam as a global coastal city.

The Visakhapatnam Metropolitan Region Development Authority (VMRDA) has officially launched work on the Vizag Bay City coastal project, an ambitious 40 sq km initiative aimed at developing the city's coastline into a modern, integrated hub. The plan, proposed by NITI Aayog, focuses on converting the 25 km stretch from Kailasagiri to Bheemunipatnam into a vibrant mixed use waterfront city, aligned with the broader Visakhapatnam Economic Region (VER) strategy covering nine districts from Srikakulam to Konaseema, designated as a national growth hub.


VMRDA has issued a request for proposals to appoint a consultant who will prepare an area development plan and a catalytic project strategy. The project draws inspiration from international models like Miami's Bayshore Corridor and Dubai's Jumeirah Beach, aiming to blend tourism, business, and residential development seamlessly.

The development plan is structured around three main pillars. The first focuses on coastal tourism, enhancing beaches including Sagar Nagar, Thotlakonda, Rushikonda, Mangamaripeta, and Bheemunipatnam. The project envisions a scenic Vizag Bhogapuram coastal corridor, comparable to California's State Route 1, complete with viewpoints and leisure experiences. Three additional Blue Flag-certified beaches will be developed, while heritage sites such as Thotlakonda and Pavurallakonda will be restored and integrated into cultural tourism circuits.

Water sports will be a key focus, with Mangamaripeta offering calm waters for activities like scuba diving, kayaking, and paddleboarding, while Rushikonda will cater to higher-energy sports such as jet skiing and parasailing. A 75-acre adventure and theme park is planned as a flagship attraction. Kailasagiri is also set to become a center for spiritual, wellness, and adventure tourism, including a 300-acre wellness zone and a 20-acre adventure sports area.

The second pillar aims to create a global business and innovation ecosystem, with innovation districts and corporate parks designed to attract capability centers, fintech companies, deep-tech firms, and multinational headquarters. Smart city technologies, including automated utilities, low-carbon transport, and advanced mobility solutions, will be integrated to enhance urban functionality.

The third pillar focuses on premium residential and lifestyle development, planning 10-11 million sq ft of residential space with 5,000-7,000 high-end units, including beachfront villas, luxury condominiums, and premium apartments aimed at global professionals and executives.

Although the area consists mostly of brownfield land with mixed ownership and some legacy infrastructure, VMRDA sees strong potential for integrated development. The project is expected to attract around 1.5 million international and high-value domestic visitors annually by FY2032, with average stays of three to five days and spending of INR 8,000-12,000 per day. This is projected to significantly boost the local hospitality, retail, and service sectors.

VMRDA Chairman M.V. Pranav Gopal highlighted the state government's commitment to Visakhapatnam's overall development and said the Vizag Bay City project will transform the coastal corridor while aligning with the VER plan proposed by NITI Aayog. A consultant will soon be appointed to prepare the detailed development plan and guide project implementation.
