Authorities said the initiative aims to distribute workloads more evenly across offices and reduce processing delays. The proposal is currently under consideration as officials address software compatibility issues between city and rural registration systems.

The Maharashtra state registration department is considering a proposal to allow online leave-and-licence agreements in Pune district to be cleared by any sub-registrar office within the district, a move intended to reduce delays and address the backlog of tenant registration applications.


Currently, although leave-and-licence agreements are filed through an online system, their approval is handled only by the sub-registrar office responsible for the specific area where the property is located. Officials said this arrangement has led to uneven workloads across offices, with some offices handling large volumes of applications while others receive comparatively few. The imbalance has contributed to significant delays in processing agreements.

The issue came into focus after citizens and real estate stakeholders reported a growing backlog of tenant registration applications in Pune. Officials from the registration department indicated that more than 3,000 documents were pending across various sub-registrar offices in the city in recent days. In several cases, approvals took more than a week and sometimes up to 10 days, even though the stipulated processing time for such applications is 24 hours.

Following the complaints, the office of the joint district registrar issued instructions to sub-registrar offices to expedite the clearance of pending applications. Officials reported that staff members worked over the weekend to reduce the backlog and process pending documents. Authorities also submitted a request to the state's main registration office seeking approval to implement district-wide processing of tenant agreements in Pune.

The proposed change would extend the state's one district, one registration framework to tenant agreements. Under this system, property documents can be processed by any sub-registrar office within a district rather than being limited to a single jurisdictional office. The policy has already been introduced for several types of property document registrations since May 2025. Officials stated that extending the model to leave-and-licence agreements would allow the workload to be distributed across multiple offices and help clear applications faster.

However, implementation in Pune has been delayed due to technical issues linked to different software systems used by city and rural registration offices. Authorities indicated that the department is working to resolve these compatibility issues before the new system can be introduced across the district.

Registered tenant agreements are widely used as proof of residence and are required for several administrative processes, including police verification and applications for public services. Real estate groups noted that delays in registering such agreements can create difficulties for tenants and landlords who require documentation for school admissions, government schemes, and other official purposes.

Pune district records a high volume of rental registrations each year, with industry representatives estimating that around nine lakh leave-and-licence agreements are registered annually. Officials said the proposed district-wide processing system is expected to streamline the registration process and improve service efficiency once implemented.
