These include houses, shops, commercial establishments and even educational institutions that have been built within the railway premises over the years.
Officials explained that the matter has become complex because both landowners and occupants are involved. Some of the individuals occupying the land claim ownership and have demanded compensation if the land is required for the redevelopment project. Reports from the survey indicate that certain landowners are willing to vacate the land if compensation is provided at double the land value.
Transport Minister P Paiwang Konyak informed the Assembly that the state government and the Northeast Frontier Railway are working together to resolve the issue. Surveys carried out by the transport department along with the district administration confirmed the presence of multiple landowners and structures within the railway station area. The minister said that landowners have already submitted representations to the Ministry of Railways requesting compensation for the land and buildings located within the railway property.
The government has written to the General Manager of the Northeast Frontier Railway seeking clarity on the issue and possible solutions. At present, the state administration is waiting for a response from the railway authorities regarding the compensation request and further steps required to clear the land.
During the discussion, three possible options were mentioned for addressing the problem. One option involves preparing a resettlement plan for the affected families, which could cost around INR 132 crore. Another option is to remove the encroachments through eviction. A third proposal that has been discussed involves shifting the railway station to another location if the land dispute cannot be resolved, with places such as Sukhovi or Tuli being mentioned as possible alternatives.
Chief Minister Neiphiu Rio also spoke on the issue and observed that land ownership patterns in Nagaland often create complications for infrastructure projects. He noted that encroachments had gradually increased over time while the railway authorities had not taken sufficient action earlier to prevent them. According to him, certain administrative decisions in the past, including the issuance of land pattas to some occupants, have further complicated the present situation.
The chief minister suggested that the issue should be addressed through dialogue between the state government, railway authorities and the landowners. He acknowledged that compensation could be considered for legitimate landowners but indicated that demands for double compensation would need careful evaluation. Rio also clarified that the railway station should continue to remain in Dimapur and assured the Assembly that the state government would continue discussions with the railway authorities to find a workable solution.
