The Ranchi Municipal Corporation (RMC) has launched an enforcement drive requiring operators of hostels, lodges, dharamshalas and banquet halls to obtain mandatory municipal licences and comply with safety and building regulations. Establishments operating without permits have been directed to secure approvals by 15 March or face penalties, closure or sealing under provisions of the Jharkhand Municipal Act, 2011. The civic body said licences will be issued only after verification of approved building plans, commercial holding status and compliance with safety requirements such as fire-fighting equipment, CCTV surveillance, designated entry and exit points and adequate parking. Officials indicated that the move aims to regulate the growing number of accommodation and event facilities in the city, many of which are currently operating without formal approvals, raising concerns over safety and regulatory compliance.

The civic authority stated that establishments found functioning without valid licences after the deadline could face penalties, closure or sealing under the Jharkhand Municipal Act, 2011.
The directive was issued following a review meeting conducted by the civic body's market branch under the supervision of RMC administrator Sushant Gaurav. During the review, officials assessed licence applications submitted by operators of hostels, marriage halls and banquet facilities and examined compliance with municipal regulations governing commercial establishments. The civic administration emphasised that licensing would be granted only to establishments that meet prescribed safety and infrastructure standards.
Under the revised enforcement framework, operators seeking licences must provide approved building plans and demonstrate that their premises have been authorised for commercial use. In addition, establishments must install fire-fighting equipment, CCTV cameras and clearly marked entry and exit points, while ensuring that adequate parking facilities are available on site. Officials said these measures are necessary to ensure public safety and orderly operation of facilities that accommodate large numbers of visitors.
The civic body has also instructed operators to ensure compliance with other municipal obligations, including payment of trade licence fees, commercial holding charges and waste management user fees. Applications that fail to meet the required standards or lack proper documentation may be rejected during the scrutiny process. In a recent review of licence applications related to marriage halls and banquet facilities, several proposals were rejected due to deficiencies such as lack of approved building plans, inadequate parking arrangements or locations within residential zones.
Officials noted that a significant number of hostels and similar accommodation facilities in the city currently operate without formal licences. Municipal data suggests that only a small proportion of such establishments are registered with the civic body despite the growing demand for student and working-professional accommodation in Ranchi. The enforcement drive is intended to bring these facilities within the regulatory framework and ensure compliance with building and safety norms.
Authorities warned that properties operating without the required licences after the deadline may face enforcement action, including fines and sealing of the premises. Hotels and banquet halls that lack designated parking spaces or fail to meet safety standards could also be subject to closure.
Municipal officials indicated that the licensing requirement is part of a broader effort to regulate commercial accommodation and event venues across the city. By enforcing compliance with building approvals and safety infrastructure, the civic body aims to improve oversight of high-occupancy establishments and ensure that facilities hosting residents, guests and public events adhere to prescribed urban regulations.
