Redevelopment plans for two major bus depots in Ghaziabad have been delayed as authorities grapple with policy uncertainty over the implementation of a Transit-Oriented Development (TOD) framework in the city, officials said. The stalled projects include the Kaushambi and Vasundhara depots, where Ghaziabad City Industrial Development Authority (GCIDA) and Uttar Pradesh State Road Transport Corporation (UPSRTC) had initially planned redevelopment with mixed-use components around transport hubs. However, a lack of clear TOD guidelines and disputes over land use norms have held up progress on master planning, approvals and tendering. Stakeholders said the delay is affecting efforts to modernise bus infrastructure and integrate urban mobility with surrounding development. Authorities have indicated that a revised policy direction or clarification from the state government will be needed to move the depot redevelopment projects forward.
Redevelopment initiatives for two key bus depots in Ghaziabad have been put on hold amid uncertainty over Transit-Oriented Development (TOD) policy implementation, according to officials involved in the projects. The affected sites the Kaushambi and Vasundhara bus depots were earmarked for redevelopment under plans that sought to integrate transport hubs with mixed-use urban development, but have since encountered policy and regulatory roadblocks.
The redevelopment proposals, led by the Ghaziabad City Industrial Development Authority (GCIDA) in coordination with the Uttar Pradesh State Road Transport Corporation (UPSRTC), envisaged modernising ageing bus station facilities while unlocking development potential around these transit nodes. Under the TOD concept, areas within walking proximity of major transport infrastructure are designed for higher density, mixed land uses to improve connectivity, reduce travel needs and support sustainable urban growth.
However, officials said progress has stalled because of a lack of clear TOD policy guidelines and unresolved questions regarding permissible land use, built density norms and revenue sharing mechanisms for private partners. The absence of defined zoning and regulatory parameters has made it challenging to finalise redevelopment plans, seek requisite approvals from planning authorities and issue tenders for private sector participation.
Stakeholders involved in the projects noted that, without clarity on how the TOD policy is to be operationalised in Ghaziabad's context, master planning and financial modelling cannot proceed with confidence. Disagreements over land classification and permissible floor area ratios around transit sites have been cited as specific sticking points, with some officials indicating that state-level policy clarification is needed before the redevelopment drive can resume.
The delays come at a time when urban planners are increasingly advocating TOD as a tool to enhance urban mobility, integrate transport with development and catalyse investment around transit nodes. Proponents argue that successful TOD implementation can create more vibrant, walkable neighbourhoods with improved access to public transport, reduced congestion and better urban services.
For Ghaziabad, which lies within the National Capital Region and has seen rapid urbanisation, the stalled depot redevelopments represent a missed opportunity to modernise public transport infrastructure and leverage adjacent land to fund the creation of higher-quality facilities. Authorities involved in the planning said that efforts are ongoing to convene stakeholders and seek policy direction from the Uttar Pradesh government to clarify the application of TOD principles.
Until such guidance is issued, both the Kaushambi and Vasundhara depot projects are likely to remain on hold, underscoring how policy ambiguity can delay infrastructure modernisation and integrated planning efforts in fast-growing cities.
