The Centre has approved the construction of 5,000 houses in Manipur under the Pradhan Mantri Awaas Yojana-Gramin (PMAY-G) to rehabilitate families displaced by ethnic violence since May 2023. During the discussion, the Union minister assured full support from the Centre in rebuilding homes and restoring normal life in the violence-hit areas.
The Manipur government had recently submitted a proposal seeking central assistance for housing displaced families. Following this, the Ministry of Rural Development allowed a special window under the Awaas+ 2024 household survey to identify eligible beneficiaries. The state has been permitted to continue registration of affected families under this special project and upload beneficiary details through the Awaas+ mobile application, in line with PMAY-G guidelines.
Importantly, the Centre has also allowed sanction of houses for those displaced persons who had earlier received one or more instalments under PMAY-G but lost their homes during the unrest. This provision ensures that partially assisted beneficiaries are not left out of the rehabilitation process.
The violence that erupted in May 2023 resulted in over 260 deaths and large-scale displacement. Thousands of families have been living in temporary relief camps for months. The state government had earlier set a target to resettle around 10,000 displaced families by the end of March by constructing permanent houses and facilitating relocation from relief camps.
PMAY-G provides financial assistance for construction of pucca houses with basic amenities to eligible rural households. The inclusion of displaced families under the scheme brings them within the framework of an existing national housing programme, rather than creating a separate rehabilitation mechanism.
The latest approval is expected to accelerate the state's rehabilitation plan and provide structured housing support to affected families who continue to face uncertainty.
