The Delhi government has started implementing the Centre's Rah-Veer scheme to encourage citizens to help road accident victims during the golden hour. Under the scheme, individuals who ensure that a seriously injured person reaches a hospital in time will receive INR 25,000 and a certificate of appreciation. The initiative builds on existing Good Samaritan protections under the Motor Vehicles (Amendment) Act, 2019. District-level committees will verify cases, and rewards will be transferred directly to bank accounts through a structured process.
The Delhi government has begun implementing the Centre's Rah-Veer scheme to encourage citizens to assist seriously injured road accident victims and ensure they are taken to a hospital within the golden hour. Under the scheme, such individuals will receive a cash reward of INR 25,000 along with a certificate of appreciation.
The scheme has been introduced in coordination with the Ministry of Road Transport and Highways. The objective is to reduce fatalities caused by delays in medical attention after road crashes. Authorities believe that timely intervention during the first hour after an accident can significantly improve survival chances.
Chief Minister Rekha Gupta stated that many bystanders hesitate to help accident victims due to fear of police questioning and legal complications. She said the scheme aims to remove that hesitation by combining financial support with legal safeguards already available under the Good Samaritan provisions of the Motor Vehicles (Amendment) Act, 2019. These rules protect individuals who voluntarily assist victims in good faith from harassment or prolonged legal procedures.
Officials clarified that the INR 25,000 reward will be provided per incident. If more than one person helps in the same case, the amount will be given as per the guidelines laid down under the scheme. In addition to the state-level reward, ten selected Rah-Veers across the country will receive a national recognition award of INR 1 lakh each year along with a certificate.
To ensure transparency, district-level committees will verify each case. These committees will include the District Magistrate, senior police officials, the Chief Medical Officer and the Regional Transport Officer. After verification, the reward amount will be transferred directly to the bank account of the eligible individual. A separate account will be maintained for smooth implementation of the scheme.
The Centre has issued detailed operational guidelines to states and Union Territories to ensure uniform implementation. An initial grant has also been provided to support the rollout.
Delhi had earlier introduced the Farishtey Dilli Ke programme, which offered cashless treatment to accident victims at empanelled private hospitals and incentives to helpers. However, that initiative later faced operational challenges. With the Rah-Veer scheme now in place, the government is attempting to strengthen citizen participation in emergency response and improve road safety outcomes in the capital, which continues to report a high number of road accidents each year.
