The Haryana Shahari Vikas Pradhikaran (HSVP) has initiated its most significant urban expansion strategy in over two decades, setting in motion plans to procure and develop large tracts of land for new residential and commercial sectors in Gurugram and other parts of Haryana. The policy shift, which follows the recent merger of the erstwhile Housing Board into HSVP, aims to diversify urban growth beyond private-sector-driven projects and respond to rising housing demand and infrastructure pressure in key National Capital Region (NCR) markets. Phase-wise land procurement will involve consent-based acquisition and direct purchases of landowners parcels through online platforms such as the e-Bhoomi portal, with an estimated 1.67 lakh acres statewide earmarked for development and around 23,000+ acres in Gurugram alone. The expansion targets multiple growth corridors including the Southern Peripheral Road, Dwarka Expressway and New Gurgaon belt and is designed to support organised real estate supply, plotted housing and planned neighbourhoods. The move is expected to improve infrastructure delivery and offer more affordable options relative to private development.

After a prolonged hiatus of nearly 20 years without substantive new government-planned sectors, the Haryana Shahari Vikas Pradhikaran (HSVP) has launched an ambitious urban expansion programme designed to increase residential and commercial land supply in and around Gurugram, state officials said this week.


The evolution marks a strategic pivot from predominantly private-developer-led urban growth that has characterised Gurugram's real estate landscape, where market pressures have driven land and property values sharply higher. HSVP's renewed role will see it procure land directly from willing sellers and through consent-based mechanisms, avoiding contentious compulsory acquisition routes, and thereby expand the footprint of planned sectors with ready-to-develop infrastructure.

Under the phased strategy, landowners will have the opportunity to upload land details on the e-Bhoomi portal, enabling transparent negotiations and acquisitions. In the initial phase, around 17,300 acres across 51 sectors in Gurugram have been prioritised, with landowners able to express interest from March through April. Subsequent phases will extend procurement to additional areas, including Sohna, Gwal Pahari, Pataudi and Farukhnagar, covering thousands more acres for future urban sectors.

The focus on diverse corridors such as the Southern Peripheral Road and Dwarka Expressway belt, as well as parts of New Gurgaon and NH-8 corridors, reflects a concerted effort to decongest existing clusters and channel development into well-connected, planned neighbourhoods. These zones have seen sustained demand but limited government-planned supply in recent years, leading to uneven infrastructure outcomes.

The expansion agenda is underpinned by the recent merger of the Housing Board Haryana into HSVP, a legislative decision taken by the Haryana Assembly that consolidates urban planning and housing delivery functions under a single authority. Officials have said the merger will streamline approvals and enhance delivery capabilities, particularly for housing across income segments.

HSVP senior administrators have articulated the dual objectives of the drive to boost plotted residential and commercial land availability and to introduce more balanced pricing compared with purely market-driven land sales. The programme also aligns with broader regional planning goals aimed at strengthening infrastructure, utilities, civic services and social amenities in new sectors.

Real estate stakeholders noted that the planned expansion service areas beyond central Gurugram could reshape investment dynamics over the medium term by broadening the supply base and enhancing affordability for end-users and developers alike. Effective execution of the HSVP plan will be closely watched by developers, investors and urban planners as a bellwether for future strategic growth in one of India's most dynamic urban markets.
