The Delhi Development Authority (DDA) has formally approved a change of land use for a land pooling area of about 40.2 hectares in Sector 8B of Planning Zone P-II in north-west Delhi, clearing the way for development under the city's Land Pooling Policy. Sector 8B becomes the first sector out of 138 identified in the policy framework to fulfil the mandatory condition of having at least 70 % contiguous pooled land, rendering it eligible for planned integrated development. The approval follows completion of statutory consultation processes and is set to be forwarded to the Ministry of Housing and Urban Affairs for formal notification. The Land Pooling Policy replaces compulsory acquisition with a voluntary land aggregation system in which landowners pool land for development and receive a share of serviced plots after infrastructure provisioning. Progress in other sectors remains contingent on landowner participation and meeting pooling criteria.
The Delhi Development Authority has granted final approval for change of land use in a roughly 40.2-hectare area in Sector 8B of Planning Zone P-II in north-west Delhi, making it the first sector to qualify for development under the city's Land Pooling Policy.
Sector 8B covers land in and around villages such as Garhi Khusro, Mukmelpur and Ibrahimpur. Authorities said that the sector successfully met the compulsory requirement of having at least 70 % contiguous pooled land, a condition of the policy that enables integrated development planning and infrastructure rollout without compulsory land acquisition.
The Land Pooling Policy, incorporated into the Delhi Master Plan-2021 and formally notified in late 2018, establishes a voluntary framework under which landowners aggregate their parcels for coordinated development. Once pooled and serviced with infrastructure such as roads, utilities and amenities, a portion of developed land is returned to contributing landowners for residential, commercial or other permitted uses. The remainder is allocated for public infrastructure and civic facilities.
DDA officials said the authority had issued preliminary approval for the change of land use late last year and followed this with a public notice inviting objections and suggestions. After completing the statutory consultation process, the final approval has now been issued. The decision will be forwarded to the Union Ministry of Housing and Urban Affairs for formal gazette notification, after which planning and layout approvals, infrastructure development and basic services provisioning can proceed.
Sector 8B's eligibility is considered a milestone for the long-pending land pooling policy, which covers approximately 20,422 hectares of potential pooling areas divided into 138 sectors across multiple planning zones in Delhi. Progress in other sectors will depend on landowners completing the necessary pooling formalities to meet eligibility thresholds.
The Land Pooling Policy was introduced to facilitate planned urban expansion in Delhi's urban extension areas by replacing the traditional land acquisition route with a collaborative model involving landowners. Landowners who participate in pooling typically form consortiums and agree to pool their land for coordinated development, receiving a share of serviced plots in return once infrastructure is established.
Officials believe the Sector 8B approval could encourage participation in other land pool sectors, helping unlock large tracts of land for organised residential, commercial and civic infrastructure development in line with the city's master plan. Progress, however, hinges on achieving required pooling thresholds and completing regulatory formalities in other identified sectors.
