RailTel Corporation of India, along with Ashoka Buildcon, has secured a Letter of Intent from the Maharashtra Government for the modernisation of the Inspector General of Registration and Controller of Stamps offices. The five-year contract is valued at approximately INR 1136.18 crore, based on a per-page scanning rate and past document volumes. The consortium will function as a Managed Service Provider, handling digitisation and IT system upgrades across the state. The project is expected to streamline registration processes and strengthen digital record management.
RailTel Corporation of India Ltd, in consortium with Ashoka Buildcon Ltd, has received a Letter of Intent from the Maharashtra Government for the modernisation of the state's Inspector General of Registration (IGR) and Controller of Stamps offices. The total estimated contract value stands at approximately INR 1136.18 crore for a period of five years.
The consortium has been appointed as the Managed Service Provider for the project. The scope includes digitisation of documents, scanning operations, and management of upgraded IT infrastructure across registration and stamp offices in Maharashtra. The financial value of the order is based on an approved rate of INR 24.75 per scanned page. Historical data indicates an average annual volume of around 9.18 crore pages, which has been considered while estimating the overall project value. The final payout, however, will depend on the actual number of pages processed during the contract period.
The modernisation programme aims to improve the efficiency, speed, and transparency of property registration and stamp duty-related services. Registration offices handle high volumes of property transactions and legal documentation every year, making digital record management a critical requirement. With increasing real estate activity in Maharashtra, strengthening backend systems has been a key administrative priority.
RailTel, a public sector undertaking under the Ministry of Railways, has expanded beyond telecom infrastructure into IT and digital solutions for government departments. The company has previously executed data centre projects, network upgrades, and e-governance assignments across various states. This order adds to its growing portfolio of managed services contracts.
Ashoka Buildcon, known primarily for road and infrastructure development, has also been diversifying into allied segments including urban infrastructure and technology-enabled services through partnerships.
The execution period of the project will extend over five years from the formal commencement of work. The initiative is expected to support faster document retrieval, better data security, and reduced manual intervention in registration processes across Maharashtra.
