The project aims to transition long-standing manual land records into a digital format, issue urban property cards, and integrate ownership details into a centralised database to improve transparency and governance of land assets.


Authorities said the update is expected to reduce the incidence of disputes over land ownership, improve access to authoritative records for citizens and government agencies, and support more efficient administrative processes in land management. The land records modernisation drive is part of a broader agenda to strengthen property rights infrastructure in the state and align Goa with national digitisation norms.

Officials reported that initial phases of the survey and digitisation process have focused on key urban areas and have involved field verification, data collation, and the issuance of interim property cards to reflect updated ownership details. As the process advances, subsequent phases will aim to cover additional rural and peri-urban parcels, with the goal of creating a comprehensive digital repository of land ownership data accessible to stakeholders.
