The Prime Minister inaugurated the Seva Teerth complex along with Kartavya Bhavan-1 and Kartavya Bhavan-2 in New Delhi, marking a major shift in India's central administrative infrastructure. The new complexes bring together the Prime Minister's Office, Cabinet Secretariat, National Security Council Secretariat and several key ministries that were earlier spread across multiple locations. Designed as part of the Central Vista redevelopment, the buildings focus on operational efficiency, sustainability and improved coordination while replacing ageing colonial-era offices that had become costly and inefficient to maintain.
Narendra Modi inaugurated the Seva Teerth complex along with Kartavya Bhavan-1 and Kartavya Bhavan-2 in New Delhi, formally operationalising a key phase of the Central Vista administrative transformation. The inauguration marked the relocation of the Prime Minister's Office from the historic South Block, where it had functioned for decades, to a purpose-built, integrated administrative complex.
The Seva Teerth complex now houses the Prime Minister's Office, the Cabinet Secretariat and the National Security Council Secretariat under one roof. Earlier, these offices were located in separate buildings, leading to coordination challenges and higher operating costs. The new facility has been designed to support smoother inter-departmental functioning, with modern office layouts, digital infrastructure and secure public interface areas.
Kartavya Bhavan-1 and Kartavya Bhavan-2 have been developed to accommodate several central ministries that were previously scattered across the Central Vista zone and other parts of the capital. Ministries housed in these buildings include Finance, Defence, Health and Family Welfare, Education, Culture, Law and Justice, Corporate Affairs, Agriculture and Farmers Welfare, Information and Broadcasting, Chemicals and Fertilisers, and Tribal Affairs. The consolidation is expected to reduce administrative delays and improve coordination among departments that frequently work together.
Both the Seva Teerth and Kartavya Bhavan complexes have been constructed in line with 4-Star GRIHA sustainability standards. The buildings incorporate energy-efficient systems, water conservation measures, waste management facilities and enhanced safety and access control mechanisms. These features aim to lower long-term maintenance costs while aligning government infrastructure with environmental benchmarks.
The move is part of the broader Central Vista redevelopment initiative, which seeks to replace outdated colonial-era office buildings with modern, efficient and secure administrative spaces. Over the years, rising maintenance expenses and space constraints in older structures had prompted the need for a comprehensive overhaul of central government offices.
