The Ministry of Road Transport and Highways has revised toll rules for National Expressways that are partially operational. Under the new amendment, tolls on incomplete expressway sections will be charged at standard National Highway rates instead of the usual expressway fee, which is 25% higher. This change, effective mid February, will remain valid for up to one year or until full expressway completion. Authorities aim to encourage motorists to use open stretches, reduce congestion on parallel highways, improve logistics efficiency, and make travel more economical and seamless.
The Ministry of Road Transport and Highways has updated the user fee structure for National Expressways that are not yet fully operational. Previously, even if only part of an expressway was open, tolls were charged at the higher expressway rate, around 25% above standard National Highway fees, reflecting the faster, access controlled, and comfortable travel experience expressways offer.
According to the amended National Highways Fee (Determination of Rates and Collection) (Amendment) Rules, 2026, tolls on partially open expressway segments will now be levied at the National Highway rate. This adjustment applies only to the completed portions and will be effective from mid February, remaining in force for up to one year or until the expressway becomes fully operational, whichever occurs first.
The ministry noted that this change is expected to encourage drivers to use open expressway sections, helping to reduce congestion on older National Highways running parallel to the expressways. By easing traffic on these routes, logistics movement and passenger travel can become smoother, while emissions from traffic congestion may also decrease. Authorities highlighted that the move will make journeys more seamless and affordable for road users, while maintaining the benefits of expressway travel once projects are fully completed. Past trends indicate that higher tolls on incomplete expressways often discouraged users, creating bottlenecks on adjoining highways. The new rule addresses this challenge, aiming for balanced traffic distribution and enhanced efficiency.
