The Centre and the Rajasthan government have agreed to fast-track pending approvals, strengthen monitoring frameworks and deepen industry engagement to improve placement-linked outcomes under key skilling programmes. The review meeting, chaired by Jayant Chaudhary, Minister for Skill Development & Entrepreneurship, focused on enhancing Centre-state collaboration and upgrading ITIs under the PM-SETU scheme. Plans to establish Skill India International Centres in Jaipur and Bharatpur were also discussed to boost overseas employment pathways. Rajasthan, which has one of the largest ITI networks in India, has trained over 3.14 lakh candidates under PMKVY 4.0 and crossed 1.04 lakh apprentices under NAPS, reinforcing its role in India's skilling transformation.
The Centre and the Rajasthan government on Friday agreed to accelerate reforms aimed at strengthening employability outcomes in the state, with a focus on faster approvals, improved governance frameworks and stronger industry linkages.
The review meeting was chaired by Jayant Chaudhary, Minister for Skill Development & Entrepreneurship, in the presence of Col. Rajyavardhan Rathore, Rajasthan's Minister for Industry & Commerce, Youth Affairs & Sports, and Department of Skill, Employment & Entrepreneurship. The deliberations centred on deepening collaboration between the Centre and the state across flagship skilling programmes.
According to the Ministry of Skill Development and Entrepreneurship, both governments agreed to fast-track pending approvals, strengthen monitoring and governance mechanisms, and enhance industry engagement to improve placement-linked outcomes. The meeting reaffirmed a shared commitment to building a future-ready, inclusive and globally competitive workforce, with Rajasthan positioned as a key contributor to India's skilling mission.
A major area of discussion was the implementation of the PM Skilling and Employability Transformation through Upgraded ITIs (PM-SETU) scheme. At the national level, PM-SETU has a total outlay of INR 60,000 crore over five years and aims to upgrade 1,000 Industrial Training Institutes (ITIs) and five National Skill Training Institutes (NSTIs), targeting the skilling of 20 lakh youth in modern and emerging trades.
Rajasthan has identified key ITI clusters across districts including Bharatpur, Bhiwadi, Jaipur, Balotra, Kota, Bikaner, Jodhpur and Banswara. These clusters will follow a hub-and-spoke model designed to align training infrastructure with regional industrial demand.
The meeting also reviewed proposals to establish a National Skill Training Institute in Bharatpur and to upgrade NSTI (Women), Jaipur and NSTI, Jodhpur. Discussions were held on setting up Skill India International Centres (SIICs) in Jaipur and Bharatpur to create structured pathways for overseas employment and enhance global workforce mobility.
Rajasthan has emerged as one of the largest contributors to India's skilling ecosystem, with 1,537 ITIs comprising 182 government and 1,355 private institutes forming one of the country's largest training networks.
Under Pradhan Mantri Kaushal Vikas Yojana (PMKVY) 4.0, more than 3.14 lakh candidates have been trained or oriented in the state, with over 2.5 lakh successfully certified. Apprenticeship engagement under the National Apprenticeship Promotion Scheme (NAPS) has crossed 1.04 lakh apprentices across 1,211 active establishments, with INR 24.98 crore disbursed through Direct Benefit Transfer as of January 31, 2026.
Additionally, over 2.51 lakh artisans have been assessed under PM Vishwakarma, while Jan Shikshan Sansthans operating in nine districts have enrolled nearly 12,000 candidates with high certification rates.
Chaudhary emphasised that the next phase of reforms must prioritise quality, stronger industry partnerships and measurable employment outcomes. He highlighted the importance of aligning emerging skills such as electronics, EV servicing and digital technologies with traditional sectors supported under PM Vishwakarma to integrate heritage and innovation into Rajasthan's growth strategy.
