Uttar Pradesh has transformed its governance and infrastructure landscape through PRAGATI, a technology-driven platform that integrates stakeholders, provides real-time monitoring, and ensures timely project execution. Since its inception, the platform has strengthened the Team India approach, improved Centre-state coordination, and shifted governance from file-based to results-oriented management. Under PRAGATI, national projects worth over INR 86 lakh crore and 65 major projects in Uttar Pradesh have been closely tracked, with high resolution rates for inter-agency issues. The platform has enabled faster completion of expressways, rail networks, metro lines, air connectivity, inland waterways, and other key infrastructure initiatives.
Uttar Pradesh has seen a significant transformation in governance and infrastructure development, thanks to technology-driven platforms such as PRAGATI (Pro-Active Governance and Timely Implementation), Chief Minister Yogi Adityanath said during a press conference. He highlighted that the state government now acts not just as a facilitator but as an accelerator, ensuring faster execution of projects.
Adityanath explained that PRAGATI has strengthened the Team India spirit, promoting coordination between the Centre and states and shifting the focus from problems to actionable solutions. The platform integrates key stakeholders and provides real-time visuals of ground-level realities, enabling the prime minister to monitor, review, and resolve issues with unprecedented efficiency. This approach has modernized decision-making and reinforced India's commitment to e-governance and effective administration.
Since its launch in 2015, PRAGATI has played a crucial role in advancing India's infrastructure and social sector development. Before 2014, projects were often approved but delayed. Today, each project's foundation stone-laying comes with a fixed timeline and regular reviews, ensuring timely completion and generating employment. Adityanath described PRAGATI as a reflection of the new work culture of a new India, extending beyond large infrastructure to broader governance reforms.
The platform draws its roots from Gujarat's 2003 SWAGAT (State Wide Attention on Grievances by Application of Technology), initiated under Prime Minister Narendra Modi's tenure as chief minister. SWAGAT focused on transparency and accountability in addressing citizen grievances. Over time, this model evolved into the national PRAGATI framework, strengthening mega infrastructure projects, social schemes, and systemic reforms.
PRAGATI has moved governance from a file-centric system to a results-oriented, field-based approach, expediting decision-making, reducing wastage of time and resources, and ensuring effective Centre-state coordination. At the national level, the platform has accelerated projects valued at over INR 86 lakh crore. Of these, 377 major projects are directly reviewed by the prime minister, and 2,958 out of 3,162 issues have been resolved.
For Uttar Pradesh, PRAGATI has been a game-changer. The state has emerged as a leading engine for infrastructure growth, with projects like expressway networks, India's largest railway network, metro expansions, air connectivity across multiple cities, the first rapid rail corridor, inland waterways, and ropeways progressing efficiently due to continuous monitoring and problem-solving through the platform.
Currently, Uttar Pradesh manages the country's largest infrastructure portfolio with 330 projects worth INR 10.48 lakh crore, spanning transportation, energy, urban development, health, and industrial sectors. Of these, 128 projects worth INR 2.37 lakh crore have been completed and commissioned, while 202 projects worth INR 8.11 lakh crore are progressing on schedule. Specifically, 65 major projects worth INR 4.19 lakh crore are tracked under PRAGATI, with 26 completed and 39 at various stages of construction.
The portal has effectively resolved inter-agency hurdles, bringing together departments such as revenue, Pollution Control Board, forest, urban development, and panchayati raj to ensure timely solutions. This coordinated approach has facilitated rapid progress in highways, railways, power, and telecommunications projects. So far, 278 out of 287 issues under PRAGATI have been resolved, reflecting strong administrative efficiency, accountability, and decisive leadership.
