Synopsis

Arunachal Pradesh highlighted its infrastructure needs during pre budget consultations with the Union Finance Ministry ahead of the upcoming Union Budget on February 1,2026. The state emphasized urgent development in urban water supply, drainage systems, and rail connectivity, particularly the Rupai Wakro Parashuram Kund railway line. Officials also raised concerns over limited access to externally aided funds due to geopolitical and strategic constraints. The state underlined its commitment to fiscal discipline while seeking continued central support to bridge resource gaps and ensure sustainable growth across urban and border regions.

Arunachal Pradesh has formally requested enhanced support from the central government for key infrastructure projects during pre budget discussions with Union Finance Ministry officials. These consultations, conducted ahead of the Union Budget, allow states to present their development priorities and funding needs. The state government highlighted that its remote and landlocked location has posed persistent development challenges, but the government has maintained strict fiscal discipline and managed liabilities responsibly.

Deputy Chief Minister Chowna Mein informed the Finance Ministry that improving urban amenities is critical, citing the need to upgrade water supply and drainage systems in Itanagar and other towns. The state also emphasized the strategic importance of the Rupai Wakro Parashuram Kund railway line, which is expected to enhance connectivity, strengthen border infrastructure, and promote tourism. The project has already received Ministry of Defence clearance, a key step toward timely implementation.

Mein further stressed that Arunachal Pradesh has limited access to externally aided funds, partly due to strategic and geopolitical considerations, and that central assistance is essential to bridge funding gaps. The state also highlighted ongoing projects in roads, highways, and urban development, which have contributed to improved regional connectivity and economic activity.

The deputy chief minister reaffirmed Arunachal Pradesh's focus on fiscal prudence while stressing that sustained central collaboration is vital for achieving inclusive and balanced growth. He pointed out that long standing investment in infrastructure, combined with central support, can help overcome geographic and logistical challenges, enhance basic services, and maintain steady development momentum across the state.
